DRAFT
and how the county can participate in realizing such projects and/or by the private sector as well
and what type of projects are brought to the county. And,certainly, if there are some carrots out
there to make the type of projects that you're proposing, Ms. Bailey, with integration of more rental
units and affordable units—they're not necessarily the same; Downtown Durham can tell you that,
as can Downtown Hillsborough—that that's to be determined, and that can be spoken to in more
of the policy framework that could be part of this comprehensive land-use plan. But the modeling,
the scenarios that we're looking at right now really are focusing on the amount of square footage
of non-residential space and the number of residential units that could be generated if we pulled
really hard on these political value levers to envision the future.

Tom Altieri: If I could just tack onto that real quick. As part of the consultants'contract, they are to provide
some type of a tool to link the future land-use map categories to our zoning districts. We're
currently calling it a matrix. The new tool,we don't have that yet, so that will provide more detail
about the specifics and how it relates to zoning districts.

Dolores Bailey: Thank you.

Chris Johnston: I had a point of clarification, so the conservation and growth map versus the future land-use map,
I'm just confused a little about is that just a name specifically for this plan, or is that that we're
changing the terminology in terms of outside of the 2050 plan? So,the phrase conservation and
growth map came up a number of times, and I'm just trying to understand how that fits in and why
we're changing that terminology if we have to continually go in and say future land-use map.

Tom Altieri: So,we don't have to change it.

Chris Johnston: Okay.

Tom Altieri: The consultant used the term. And so,we said, well, people aren't going to relate initially to that,
so we better put in parentheses future land-use map so that they know what we're talking about.
But we don't have to change the name.

Chris Johnston: One of the things that I feel like comes up a lot in these documents is we get so acronym-y,which
isn't a word. We get deep into the acronyms, where we're adding these acronyms, and then we're
adding descriptors to the acronyms, and then part of this process feels like we're trying to make it
more accessible, but at the same time,we're adding layers upon layers, and it can just get
dangerous. One other thing I wanted to ask in regard to, the community engagement meetings
are both on weekdays, right. There's no weekend one that's coming up for the next community
engagement meetings. Are there plans to have weekend meetings for the future ones?

Tom Altieri: So, I mentioned we're doing some of the local events, fairs and some of those opportunities.
Some of those are on weekends. We've already had two weekend events. We went to the back-
to-school Efland-Cheeks Community Center. That was on a Saturday. And we went to the Latino
Americano Festival in Carrboro. That was on a Sunday. So,we're doing weekends, too. And the
idea is just to kinda mix it up so we're able to work around people's schedules, and then there's
the online engagement survey, of course.

Chris Johnston: Okay. That was going to be my next question as well is when we had initially talked about
outreach and how we were reaching out to people about this,we had mentioned things like Hog
Day or whatever the case may be, and the issue came up that that's in the municipalities. It's not
necessarily if you participate in Hog Day,you may not be affected by the 2050 plan. Was that
decision just a necessity of trying to get additional people to be interested?

Tom Altieri: One of the first things we ask when we engage people at one of these events is, "Do you live in
Orange County?" If they say no,we're kinda like, well, if you're not familiar with the county, you're
