Additional Discussion on School Capital Funding Policy <br /> 11 The Board reviewed and provided feedback on a revised draft School Capital Funding Policy <br /> 12 prepared by staff, as well as an additional Major Project Planning Addendum. <br /> 13 <br /> 14 BACKGROUND: At its October 8, 2024 work session, the Board of Commissioners received a <br /> 15 draft of the School Capital Funding Policy, which sets new definitions and guidelines for school <br /> 16 capital funding, uses, and allocation methods. The Board made a series of clarifications and <br /> 17 corrections to the draft policy. Attachment A provides the new School Capital Funding Draft, with <br /> 18 Attachment B showing any redline changes from the prior draft for easy comparison. <br /> 19 <br /> 20 In addition, the Board requested that staff review the 2008 Policy on Funding and Planning School <br /> 21 Construction and incorporate elements from that document into a new planning addendum policy. <br /> 22 County staff have drafted this document in Attachment C. This includes both elements that were <br /> 23 present in the original text, as well as concerns that have been raised during the last two years, <br /> 24 either in Board meetings or in the School Capital Needs Workgroup discussions. Staff requests <br /> 25 the Board review both drafts to ensure that staff correctly present the Board's and the County's <br /> 26 priorities during this upcoming period of major school construction. <br /> 27 <br /> 28 The Board can provide feedback and staff will incorporate that information into finalized policies. <br /> 29 The finalized policies will be presented again to the Board before the presentation of the <br /> 30 Manager's Recommended Capital Investment Plan in April 2025. <br /> 31 <br /> 32 <br />
