18 <br /> 1 • The scorecard does not sufficiently target residents with disabilities. <br /> 2 . The scorecard does not correctly value leveraging and repayment to County. <br /> 3 • The scorecard does not sufficiently reward Naturally Occurring Affordable Housing <br /> 4 (NOAH). <br /> 5 <br /> 6 To that end, Housing staff drafted proposed changes to the scoring process as outlined below. <br /> 7 Changes are broken down by categories on the current 2023 scorecard: <br /> 8 <br /> 9 General Changes <br /> 10 o Include Affordable Housing Advisory Board in an advisory and support role. Shift <br /> 11 scorecard responsibilities to an interdepartmental work group. Staff scores will be <br /> 12 presented to AHAB for comment before presenting to BOCC. <br /> 13 o Add 10% CIP carve-out for Repair and Rehabilitation, advancing stated Master <br /> 14 Aging strategic priorities and better supporting the existing affordable housing <br /> 15 stock (NOAH) on a per-dollar basis. A new scoring matrix will be created for repair <br /> 16 and rehabilitation proposals to be reviewed by the Board at a later date. <br /> 17 <br /> 18 Threshold Requirements: require documentation of alignment with specific Strategic <br /> 19 Goals/Priorities (addition to current requirements is underlined) <br /> 20 o The application is complete with all required attachments and was submitted by <br /> 21 the established deadline. <br /> 22 o The project aligns with local affordable housing goals, strategies, and/or adopted <br /> 23 policies (if yes, specify the goal from the Strategic Plan or Master Aging Plan). <br /> 24 o Funding is for an eligible activity. <br /> 25 <br /> 26 Income Targeting and Special Needs: give greater priority to projects serving 60% AMI <br /> 27 and below, which will indirectly support Naturally Occurring Affordable Housing (NOAH); <br /> 28 and add an explanation for how the project serves special needs populations. <br /> 29 <br /> 30 o What income range(s) and population(s) will the proposed project serve? <br /> 31 <br /> Income Level Current Score Proposed Score <br /> 61%-80% AM 1 10 10 <br /> 31%-60% AM 1 15 25 <br /> 30% AMI or below 25 35 <br /> 32 <br /> 33 <br /> 34 o Does the project target people with special housing needs?
