14 <br /> 1 Leigh Anne King said they do not have a plan specifically to engage that community but <br /> 2 are working on an approach. <br /> 3 Cy Stober said they learned helpful lessons from the Greene Tract community sessions, <br /> 4 and they will be building on relationships that they have developed in this process to reach further <br /> 5 to the community. He said that in terms of reaching out to younger people, they will work on that. <br /> 6 Commissioner Hamilton echoed Commissioner Portie-Ascott's concern about making <br /> 7 sure the survey results include other demographics other than diversity of race and ethnicity. She <br /> 8 said that economic lines and age would be important. She said that she is missing the "why" in <br /> 9 the summary. She said when there are numbers that are almost even support and not support, <br /> 10 she would like to get further into that. She said that she will need more information on what those <br /> 11 people are thinking. <br /> 12 Chair Bedford asked if the disaggregated data can be provided. <br /> 13 Emily Gvino said statistically valid information can be provided by demographic groups, <br /> 14 but they are not able to do that with this information because it was from a voluntary exit survey. <br /> 15 Commissioner Richards asked if people favor rural conservation neighborhoods, does that <br /> 16 depend on private water and sewer? She said this is an example but are any of the options <br /> 17 impossible to do without dependency on another item. She asked about how to make the <br /> 18 comments as connections in the plan. <br /> 19 Leigh Anne King said rural conservation neighborhoods could be supported by private <br /> 20 water and sewer or public if that was the choice. She said that mixed use would likely require <br /> 21 public infrastructure. She said it is her understanding that a cluster subdivision is allowed in the <br /> 22 county, with private water and wastewater systems being allowed and this would not be a huge <br /> 23 policy change. <br /> 24 Commissioner Richards asked if those connections will be made when the <br /> 25 recommendations are brought forward to the Board. <br /> 26 Leigh Anne King said yes. <br /> 27 Commissioner McKee asked if there is a way to tease out how rural residents answered <br /> 28 vs. how urban residents answered the survey. <br /> 29 Leigh Anne King said no, the exit surveys are separate from the land use survey. <br /> 30 Chair Bedford said it seems like everyone taking the survey seems to want everything, so <br /> 31 it is not really helping her. <br /> 32 Leigh Anne King said it seems they are asking the right questions, and most people want <br /> 33 to get to the sweet spot but their ideas of how to get there may be different. <br /> 34 Commissioner Hamilton said the geographic issues are important because it may be <br /> 35 separated by location. She said that Commissioner McKee mentioned it and it is important <br /> 36 because it gives context for maybe why people want different things which can inform the Board <br /> 37 as they try to balance that. <br /> 38 Cy Stober said when demographic information is asked it can depress survey results. He <br /> 39 said in the next engagement window, they can ask a question about Township or something <br /> 40 similar that would not be too identifying. <br /> 41 Commissioner Fowler said if they sent out surveys to people who live around Gravelly Hill, <br /> 42 this seems like a very specific area. She said that it might explain the mix in survey results. She <br /> 43 asked if it is legal to do these surveys at the polls. <br /> 44 Leigh Anne King said Clarion has never done that. She said if they were to do that, they <br /> 45 would have had to use the short survey. <br /> 46 Chair Bedford said she attended the Voluntary Ag breakfast this morning and they are <br /> 47 close to presenting a document for preserving farmland. She said that her overall concern is how <br /> 48 Mebane annexations need to be factored into this update. <br /> 49 Leigh Anne King said they are staying plugged into the Mebane CLUP as a starting point. <br /> 50 She said that will be folded into their thinking with this plan. <br />
