Attachment 2 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 WORK SESSION <br /> 5 November 12, 2024 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Work Session on Tuesday, November <br /> 9 12, 2024, at 7:00 p.m. at the Southern Human Services Center in Chapel Hill, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Sally Greene <br /> 12 and Commissioners Jean Hamilton, Earl McKee, Phyllis Portie-Ascott, and Anna Richards <br /> 13 COUNTY COMMISSIONERS ABSENT: None. <br /> 14 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 15 COUNTY STAFF PRESENT: County Manager Travis Myren, Interim Deputy County Manager <br /> 16 Caitlin Fenhagen, and Clerk to the Board Laura Jensen. (All other staff members will be <br /> 17 identified appropriately below) <br /> 18 <br /> 19 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present. <br /> 20 <br /> 21 A motion was made by Vice-Chair Greene, seconded by Commissioner Fowler, to amend <br /> 22 the agenda to add consideration of an appointment to the Jury Commission. <br /> 23 <br /> 24 VOTE: UNANIMOUS <br /> 25 <br /> 26 A motion was made by Commissioner McKee, seconded by Commissioner Fowler, to <br /> 27 suspend the rules of procedure and take action at a work session. <br /> 28 <br /> 29 VOTE: UNANIMOUS <br /> 30 <br /> 31 The Board reviewed and discussed four applications for the Jury Commission. <br /> 32 A motion was made by Commissioner Fowler to appoint Kimberly Young Statkevicus to <br /> 33 the Jury Commission. <br /> 34 The motion failed for lack of a second. <br /> 35 A motion was made by Commissioner Portie-Ascott, seconded by Commissioner McKee <br /> 36 to appoint Sylvia Smith to the Jury Commission. <br /> 37 <br /> 38 VOTE: UNANIMOUS <br /> 39 <br /> 40 1. Consultant Briefing on Orange County Land Use Plan 2050 <br /> 41 The Board received a briefing from Clarion Associates, LLC, on the Land Use Plan 2050 for <br /> 42 discussion and feedback. <br /> 43 <br /> 44 BACKGROUND: At its September 10, 2024 work session, the BOCC received a presentation <br /> 45 with an update on the development and preliminary findings of four (4) modelled land use <br /> 46 alternatives. Much of the information that was presented can be found in a project deliverable, <br /> 47 the "Land Use Alternatives Report". This Report and all other completed deliverables are <br /> 48 available on the project website, "Resources" tab: https://www.orangecountylanduseplan.com. <br /> 49 <br /> 50 <br />
