99 <br /> Because Orange County has such a high cost of living, many folks who work in the County cannot afford <br /> to live here and must commute from surrounding counties.The added expense of commuting—bus fare, <br /> gas costs, car maintenance—and the extra time constraints place significant burden on low-income <br /> households. Higher travel costs mean fewer financial resources available to spend on other necessities <br /> like housing,food, and medical care, and more time commuting means less time for meeting other <br /> needs. <br /> Affordable housing strategies should take into account the impacts of climate change, especially since <br /> the same low-income communities and communities of color that have the greatest need for safe, <br /> quality, affordable housing are also disproportionately threatened by climate change.This includes <br /> direct threats like flooding, since low-income communities of color are more likely to live in low-lying, <br /> flood-prone areas, and more indirect threats like food insecurity, since climate disruptions to the food <br /> system are more likely to impact these communities, many of which are already in food deserts. <br /> Creative and more environmentally sustainable approaches to building and preserving affordable <br /> housing, such as earthen construction should also be explored. <br /> FFY 2020–2024 Orange County, NC HOME Consortium 96 <br /> Consolidated Plan <br /> OMB Control No:2506-0117(exp.06/30/2018) <br />
