97 <br /> SP-80 Monitoring - 91.230 <br /> Describe the standards and procedures that the jurisdiction will use to monitor activities <br /> carried out in furtherance of the plan and will use to ensure long-term compliance with <br /> requirements of the programs involved, including minority business outreach and the <br /> comprehensive planning requirements <br /> To ensure that the Orange County HOME Consortium and the Town of Chapel Hill, as recipients of <br /> HOME and CDBG funds, operate in compliance with applicable federal laws and regulations,the <br /> Consortium and the Town of Chapel Hill implement a monitoring strategy that closely reviews <br /> subrecipient activities and provides technical assistance to avoid compliance issues. <br /> The Orange County HOME Consortium will implement a risk analysis matrix for monitoring all <br /> appropriate HOME subrecipients each Program Year, based on guidance in CPD Notice 04-01 and CPD <br /> 02-11, which outline factors by which to determine the risk level of HOME recipients. Once projects <br /> have been approved and HOME Awardees have signed Written Agreements, staff will enter projects into <br /> a HOME Project Monitoring spreadsheet, which uses a scoring system to conduct a risk analysis of each <br /> project.The scoring system considers funding types and amounts, HOME Awardee capacity and track <br /> record for past projects, and project size, among other factors. Based on its score, each subrecipient will <br /> be considered low risk, moderate risk, or high risk. <br /> The Consortium will use these scores to determine its annual monitoring schedule. As a general rule, <br /> staff will annually conduct on-site monitoring for all high risk HOME Awardees. Conversely, moderate <br /> and low risk subrecipients will be monitored onsite every other Program Year, and desk reviews will be <br /> conducted throughout the year. <br /> During project development, all HOME Awardees will be required to submit quarterly reports that <br /> describe the progress of their projects, using a template provided by OCHCD on its website.
