69 <br /> MA-50 Needs and Market Analysis Discussion <br /> Are there areas where households with multiple housing problems are concentrated? <br /> (include a definition of "concentration")? <br /> We expect that households with multiple housing problems live throughout the county, concentrated in <br /> areas where there are substantial numbers of extremely-low and very-low income households. We <br /> expect that cost burdened status is highest in urban parts of the county where housing costs are highest. <br /> We have included maps with this plan that show the imputed distribution of extremely low(<30%AMI), <br /> very low (<50%AMI), and low (<80%AM[) households in Orange County.All of these figures are <br /> imputed for a household earning the area median income for a family of four. <br /> Are there any areas in the jurisdiction where racial or ethnic minorities or low-income <br /> families are concentrated? (include a definition of "concentration")? <br /> We have included a map that overlays areas of racial/ethnic minority concentration (block groups where <br /> racial/ethnic minorities comprise 10 percentage points or greater over the county's racial/ethnic <br /> minority population proportion—i.e.,greater than 35%) on percentage of households earning below <br /> 80%AMI for a family of four. <br /> There appear to be three block groups where there is a concentration of racial/ethnic minorities and <br /> low-income households: <br /> • One lies immediately northwest of Hillsborough <br /> • One lies west of Carrboro <br /> • One lies northeast of Chapel Hill along US Route 15/501 <br /> What are the characteristics of the market in these areas/neighborhoods? <br /> The housing market in the urban centers of the county, especially Chapel Hill and Carrboro, is very <br /> competitive due to the large number of employment opportunities, commercial businesses, and <br /> entertainment opportunities in those towns.This also applies to more suburban and quasi-rural areas <br /> surrounding the urban centers which have seen substantial residential development in recent years. <br /> Are there any community assets in these areas/neighborhoods? <br /> The urban centers of the county have the most recognized community and public facilities, including <br /> public transit, formal entertainment opportunities, shopping opportunities, and parks.The rural areas of <br /> the county have many environmental assets and numerous community organizations as well. <br /> Are there other strategic opportunities in any of these areas? <br /> Neighborhoods in the urban centers are closest to many of the county's formal community assets <br /> (entertainment like theaters, shopping, and public transit). However, housing in many of these <br /> neighborhoods is quite expensive, especially for low-and moderate-income households.Thus,there is <br /> an opportunity to increase the supply of affordable and accessible housing in these <br /> neighborhoods.
