Per Census categories,the most <br /> common reasons for vacancy are "Other vacant" (1,654 units), "For rent" (1273 units), and "For sale <br /> only" (640 units). <br /> Data do not exist regarding the suitability of renovation for all of these units. However,we know that for <br /> many owner-occupied housing units, the owners do not have the financial resources to rehabilitate <br /> them, and there are not enough local, state, and federal programs to fund their rehabilitation.The <br /> programs that do exist often have many hurdles to qualify for them. <br /> For renter-occupied housing units, many of them have institutional owners or owners who live out of <br /> state and are not responsive to tenant concerns about the condition of the unit. <br /> Estimate the number of housing units within the jurisdiction that are occupied by low or <br /> moderate income families that contain lead-based paint hazards. 91.205(e), 91.405 <br /> The total number of housing units in Orange County with possible lead paint is 19,834,which represents <br /> 38% of the county's total housing stock.Within that number, it is estimated that approximately 8,000 of <br /> these housing units have children present. <br /> Approximately 41.7%of Orange County's population earns below 80%of AMI.Assuming that this <br /> population is evenly distributed across all housing units by age of construction, we would assume that <br /> IFFY 2020—2024 Orange County, NC HOME Consortium 53 <br /> Consolidated Plan <br /> OMB Control No:2506-0117(exp.06/30/2018) <br />
