48 <br /> • People with disabilities:The 2018 report "Improving Access to Affordable and Accessible <br /> Housing in the Triangle Region" highlights that the lack of affordable housing in the region <br /> (which includes Orange County) exacerbates challenges faced by persons with disabilities in <br /> searching for housing. It identifies lack of affordability as the primary challenge for disabled <br /> persons in finding housing, and identifies recommendations that will allow local governments to <br /> streamline the construction of additional housing. <br /> • Elderly people with disabilities: Per 2014-2018 ACS estimates,the most common disabilities for <br /> the elderly disabled population are ambulatory difficulty(17.7%of total elderly population), <br /> hearing difficulty(10.5%), and independent living difficulty (9.2%).These difficulties suggest the <br /> need for additional supportive services related to daily assistance, such as help grocery shopping <br /> and taking care of other errands that require movement. They also suggest the need for <br /> additional accessible units in the County. <br /> • Persons with HIV/AIDS: According to North Carolina's Integrated HIV Preventing and Care Plan <br /> (2017-2021), key housing-related needs for Persons Living with HIV(PLWH) include "assistance <br /> in locating housing[,] affordable [housing] stock and landlords willing to accept HOPWA or other <br /> types of assistance." <br /> Discuss the size and characteristics of the population with HIV/AIDS and their families within <br /> the Eligible Metropolitan Statistical Area: <br /> Orange County is part of the Durham-Chapel Hill Metropolitan Statistical Area, which comprises five <br /> counties.According to the 2018 North Carolina Department of Health and Human Services <br /> HIV/STD/Hepatitis Surveillance report,the number of individuals living in those counties diagnosed with <br /> HIV is: <br /> • Chatham County: 130 <br /> • Durham County: 1,845 <br /> • Granville County: 206 <br /> • Orange County: 318 <br /> • Person County: 94 <br /> Discussion: <br /> The figures cited in this section show that Orange County has a substantial population of people who are <br /> not experiencing homelessness but have unique housing needs, including the elderly, disabled, elderly <br /> disabled, and persons with HIV/AIDS.
