101 <br /> or primary caretaker.The linkages between accessibility and affordability were mentioned, with calls for <br /> an increased focus on public transportation and a need for more sidewalks and bike lanes. <br /> Familiarity with the County's fair housing practices and reporting processes was lacking, and most <br /> respondents indicated they never experienced housing discrimination within the County. For those <br /> individuals who have experienced discrimination,they either did not file a report or were unaware of <br /> how to go about doing so. <br /> Respondents to the questionnaire were majority white and female, whose households earn more than <br /> $100,000 annually and own their own home. In the timeframe we were operating under, an electronic <br /> survey was the most efficient method to achieve the largest quantity of responses, but may have missed <br /> an opportunity to reach communities and residents who would benefit most directly from funding <br /> priorities. <br /> Housing and Community Needs <br /> • Respondents identified the following housing needs for the allocation of HOME funds in order of <br /> priority need: <br /> o housing for people experiencing homelessness (3.53 rank scoring); <br /> o housing for households that are low-income (30-50%AMI) (2.98 rank scoring); <br /> o housing for people (not experiencing homelessness) with service needs <br /> o (2.95 rank scoring) <br /> o Respondents identified the following housing activities as highest need: <br /> o develop new affordable rental housing(63.30%); <br /> o preserve existing affordable housing(47.87%); <br /> o develop more housing for low-to-moderate income households to purchase (30-80% <br /> AMI) (47.34%) <br /> • Notable comment topics on housing activities focused on HOME funding include: <br /> o Encourage different types of affordable housing(mobile homes, micro units,tiny homes, <br /> etc.) <br /> o Simplify development process; reduce regulatory barriers to development <br /> o Focus on accommodating populations with service needs, especially elderly singles or <br /> families with seniors, households with members with IDD(intellectual and <br /> developmental disability) <br /> • Respondents identified the following housing and facility-related activities for the allocation of <br /> CDBG funds in order of priority need: <br /> o housing for people experiencing homelessness (3.77 rank scoring); <br /> o community-integrated housing targeted to serve people with service needs (3.73 rank <br /> scoring); <br /> o repairs, rehabilitation,or improvements to housing(3.34 rank scoring) <br /> • Respondents identified the following community service activities as highest need: <br /> o services for people with special housing needs(61.17%); <br /> o supportive services for people experiencing homelessness(44.68%) <br /> FFY 2020—2024 Orange County, NC HOME Consortium 98 <br /> Consolidated Plan <br /> OMB Control No:2506-0117(exp.06/30/2018) <br />
