Discussion While the number of market-rate housing units in Orange County appears adequate for the county's population,the number of affordable and subsidized housing units has not kept pace with the county's population growth.This is especially true in the urban centers of the county which contain the majority of employment opportunities and which also have the highest level of public transit service.
