2 <br /> non-federal resources that will be used each year to address the priority needs and specific <br /> goals identified by the Consolidated Plan. <br /> • Consolidated Annual Performance and Evaluation Report (CAPER). In the CAPER, <br /> grantees report on accomplishments and progress toward Consolidated Plan goals in the <br /> prior year. <br /> Orange County is currently in the "Consultation and Citizen Participation" phase of the planning <br /> process, which includes at least two (2) public hearings. The first public hearing, being held on <br /> December 10, 2024, is a preliminary hearing designed to receive public input on current housing <br /> and community development needs before the Plan is drafted. A second public hearing will occur <br /> in spring 2025 after a draft of the Plan has been published. <br /> The eligible activities for CPD block grant programs are: <br /> • Development of new units <br /> • Acquisition of existing units <br /> • Preservation/rehabilitation of existing units <br /> • Homebuyer assistance <br /> • Tenant-Based Rental Assistance <br /> • Program Planning and Capacity-Building <br /> • Grant administration <br /> The allocation amounts for each program are variable, but are approximately $400,000 annually. <br /> In FY 2024, Orange County was allocated $367,000 for its HOME program (representing a <br /> decrease from recent levels), while Town of Chapel Hill was allocated $422,000 for its CDBG <br /> program. <br /> Applicant (subgrant recipient) eligibility for each program is based on a project that fits one of the <br /> above eligible activities plus serving residents at 80% Area Median Income (AMI) and below. The <br /> HOME Consortium evaluates all projects and crafts all plans with the goal of affirmatively <br /> furthering Fair Housing. <br /> The past expenditures on HOME activities are as follows: <br /> Year Rental Homebuyer Rehab.
