Orange <br /> County's Department of Housing and Community Development is the administrating agency for the <br /> HOME program. The Department prepares the Five Year Consolidated Plan, Annual Action Plans, <br /> Environmental Review Records, Consolidated Annual Performance Evaluation Reports (CAPER), as well <br /> as monitoring contracts, processing pay requisitions, contracting, and overseeing the HOME program on <br /> a day-to-day basis. <br /> The Town of Chapel Hill's Office of Housing and Community is the administrating agency for the Town's <br /> CDBG program.
