1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: December 10, 2024 <br /> Action Agenda <br /> Item No. 5-a <br /> SUBJECT: Public Hearing for 2025-2029 Consolidated Plan for Housing and Community <br /> Development Needs <br /> DEPARTMENT: Housing <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> 2020-2025 Consolidated Plan Blake Rosser, Director, 919-245-2490 <br /> Public Notice Aaron Rimmler-Cohen, Community <br /> Presentation Development Manager, 919-245- <br /> 2490 <br /> PURPOSE: To hold a public hearing to receive preliminary comments from the public on current <br /> housing and community development needs in Orange County. <br /> BACKGROUND: The Consolidated Plan is designed to help states and local jurisdictions assess <br /> their affordable housing and community development needs and market conditions, and to make <br /> data-driven, place-based investment decisions. The consolidated planning process serves as the <br /> framework for a community-wide dialogue to identify housing and community development <br /> priorities that align and focus funding from the US Department of Housing and Urban <br /> Development's Community Planning and Development (CPD) formula block grant programs. For <br /> the Orange County HOME Consortium, those programs are the Community Development Block <br /> Grant (CDBG) Program, operated by Town of Chapel Hill, and the HOME Investment Partnerships <br /> (HOME) Program, operated by Orange County's Housing Department. The steps are as follows: <br /> • Consultation and Citizen Participation. Through the Consolidated Plan (often called the <br /> "Con Plan"), grantee jurisdictions engage the community, both in the process of developing <br /> and reviewing the proposed plan, and as partners and stakeholders in the implementation <br /> of CPD programs. By consulting and collaborating with other public and private entities, <br /> grantees can align and coordinate community development programs with a range of other <br /> plans, programs and resources to achieve greater impact. <br /> • The Consolidated Plan. The Consolidated Plan, which may have a duration of between 3 <br /> and 5 years, describes the jurisdiction's community development priorities and multiyear <br /> goals based on an assessment of housing and community development needs, an analysis <br /> of housing and economic market conditions and available resources. Orange County's <br /> 2020-2025 Consolidated Plan is attached for example/reference purposes. <br /> • The Annual Action Plan. The Consolidated Plan is carried out through Annual Action Plans, <br /> which provide a concise summary of the actions, activities, and the specific federal and <br />
