ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: May 4, 2004 <br />Action Agenda <br />Item No. G-e, <br />SUBJECT: Orange CountylTown of Hillsborough Urban Transition Area Task Force <br />DEPARTMENT: Planning & Inspections PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): <br />Draft Resolution <br />INFORMATION CONTACT: <br />Craig Benedict, Director, ext. 2592 <br />TELEPHONE NUMBERS: <br />Hillsborough <br />Chapel Hill <br />Durham <br />Mebane <br />732-8181 <br />968-4501 <br />688-7331 <br />336-227-2031 <br />PURPOSE: To consider approval of a resolution creating a .)oint Orange County/Town of <br />Hillsborough Urban Transition Area Task Force and appointing two County Commissioners and <br />one Planning Board member to serve on the Task Force. <br />BACKGROUND: During the March 22, 2004 Joint Meeting with the Town of Hillsborough, the <br />creation of a task force to develop guidelines for the Urban Transition Area was discussed, The <br />Orange County Planning Department, in conjunction with the Town of Hillsborough, is in the <br />process of establishing such a task force to determine the areas appropriate and feasible for <br />public water and sewer service in conjunction with the Orange County Comprehensive Plan <br />Land Use Element Update, <br />Orange County and the Town of Hillsborough participated in the development and approval of <br />the Water and Sewer Management Planning and Boundary Agreement that defines <br />responsibility and Primary Service Areas (PSA) far different areas of the County, There are <br />areas in the Town of Hillsborough PSA that extend greatly beyond the Town's extraterritorial <br />jurisdiction (ETJ) and are under Orange County's planning jurisdiction. <br />To ensure the land use and zoning density appropriateness of a future development, it is <br />paramount to determine the feasibility of public water and sewer services which permit a higher <br />intensity development pattern, This task force would evaluate land use and related issues as it <br />pertains to growth potential within the urban influence of the Town of Hillsborough. <br />The task force may be comprised of the following: <br />• One BOGG member and one alternate <br />• One Town of Hillsborough Board of Commissioners' member and one alternate <br />
