2 <br /> • Attracted the interest of NCDOT's Integrated Mobility Division (IMD) for potential <br /> connections to the S-Line project. <br /> o November 6, 2024 — NCDOT IMD offered to support Orange County's future RAISE <br /> Grant application as part of improving the state's Intercity passenger rail service <br /> from Charlotte to Raleigh (link). This is part of the Federally designated southeast <br /> corridor, connecting Charlotte to Washington DC, which includes the S-Line. <br /> • Working to include it into the Freeway, Arterial, Street, and Tactical (FAST 2)Transit Study. <br /> o July 18, 2024 — Following the FAST 2 kick-off, NCDOT and its consultant, WSP, <br /> discussed with OCTS how the County could help improve transit access to Raleigh, <br /> mainly its international airport. <br /> o Hillsborough is the County seat, and the currently implemented train station will <br /> create a central hub for multiple transportation agencies connecting the Piedmont <br /> region to the Triangle. <br /> o A central place where people can live, work, play, walk the Riverwalk Greenway, <br /> catch the AMTRAK train, hop on a bus for either Orange County, Piedmont Authority <br /> on Regional Transportation (PART), Chapel Hill Transit (CHT), GoTriangle, or other, <br /> charge their vehicles, and possibly use micromobility (e.g. e-scooters and e-bikes), <br /> and access government services. <br /> Given the competitive nature of the RAISE Grant — with awards ranging from $5 million to $25 <br /> million — ahead-of-schedule preparation is crucial. The Notice of Funding Opportunity for the <br /> Fiscal Year 2025 was released on November 1, 2024. To this end, OCTS is requesting approval <br /> of Addendum 1 to the existing on-call service contract, authorizing $95,625.63 for pre-planning <br /> activities related to the RAISE grant application for the Regional Multimodal Transportation <br /> Center. <br /> Addendum 2: Land Survey for Orange Grove Road Sidewalk <br /> On April 23, 2024, the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC <br /> MPO) awarded Orange County a $200,000 Surface Transportation Block Grant (STBG), with a <br /> $50,000 local match requirement, to support the design and engineering of a Transit Access <br /> Sidewalk along Orange Grove Road. Following this award, the Board of County Commissioners <br /> approved both a service contract and a municipal agreement for the project at the June 18, 2024 <br /> Business meeting. Since then, OCTS staff have been collaborating closely with NCDOT and <br /> DCHC MPO to advance the project, which is now incorporated into the State Transportation <br /> Improvement Program (STIP). <br /> OCTS is requesting approval of Addendum 2 to the existing on-call service contract to authorize <br /> $80,406.97 for the land survey work required for the future design and engineering of STIP project <br /> BL-0139. Construction is still to be determined. <br /> Total of both Addendums is $176,032.60, requiring Board of Commissioners' approval. OCTS <br /> seeks two addendums to ensure accurate accounting for two (2) separate tasks. <br /> FINANCIAL IMPACT: There is no financial impact associated with this item. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 4: MULTI-MODAL TRANSPORTATION <br /> OBJECTIVE 2. Increase community awareness of all modes of transportation including <br /> transit, bike and pedestrian, vehicle, and all other modes. <br />
