Addendum 2 — Survey Orange Grove <br /> Road <br /> PURPOSE: To approve Addendums to the Orange County Transportation Services (OCTS) On- <br /> Call Professional Services Contract with WSP. <br /> BACKGROUND: On January 2, 2024, Orange County Transportation Services entered an on- <br /> call professional services contract with WSP (Attachment 1) following a competitive Request for <br /> Proposals (RFP) process that adhered to County, State, and Federal procurement guidelines. <br /> Since then, WSP has supported OCTS in developing an online transit dashboard, the <br /> Transportation Multimodal Plan, and an update to the Safe Routes to School Plan. <br /> OCTS is now requesting authorization from the Board of Commissioners to amend the existing <br /> contract to include two (2) new projects: <br /> (1) pre-planning for a potential Rebuilding American Infrastructure with Sustainability and <br /> Equity (RAISE) grant; and <br /> (2) conducting land surveys required for the implementation of a Surface Transportation <br /> Block Grant awarded to Orange County by the Durham-Chapel Hill-Carrboro <br /> Metropolitan Planning Organization. <br /> These additions will not require any additional funding, as they will be paid for through the current <br /> department operating budget. Details for each of these tasks are provided below. <br /> Addendum 1: Pre-Planning for RAISE Grant <br /> At the September 19, 2023 Business meeting, the Board of Commissioners designated the <br /> Regional Multimodal Transportation Center as a County Priority in anticipation of the State <br /> Prioritization of Transportation (SPOT) process. Since that time, significant progress has been <br /> made, enhancing the project's potential: <br /> • Submitted to and scored by the North Carolina Department of Transportation (NCDOT) in <br /> SPOT 7 as both a Transit and Rail project. <br /> • Collaboration initiated with the Town of Hillsborough staff to align with the planned train <br /> station and Ridgewalk Greenway. <br />
