This includes <br /> points such as: <br /> o Discounted usage fees for Orange County residents who use the services of <br /> PFPC. <br /> o Annual PFPC Open House and Report for the public with invitation to Orange <br /> County elected leaders. <br /> o A minimum of two workshops annually for farmers to help them better understand <br /> how to access and use PFPC as a resource for value-added products. <br /> o Increased outreach efforts to appropriate programs that can benefit from <br /> interaction with PFPC resources and staff. <br /> • Ensures PFPC complies with the Orange County Living Wage Policy, Smoke Free Public <br /> Places Rule, and the Orange County Non-Discrimination Policy. <br /> • Clarifies what capital equipment is owned by the County and what is owned by PFPC to <br /> provide clarity on who is responsible for maintaining certain equipment. <br /> • Updates and clarifies indemnification and insurance sections. <br /> • Adds section on hazardous substances and what is not allowed in the facility. <br /> • Adds section on States of Emergency to indicate that the agreement may be suspended <br /> if necessary during such situations to address the cause or effects of the emergency. <br /> Jonathon Smith, Cooperative Extension Director, reviewed the background information for <br /> the item. <br /> Chair Bedford thanked him for the work on this agreement. <br /> Commissioner Fowler asked about the discount for usage fees. <br /> Eric Hallman, PFPC Executive Director, said there are a couple of different ways to <br /> administer the discounts. He said that it can be across the board for all Orange County residents <br /> or there could be a discount for those Orange County residents just starting their business. <br /> Commissioner Fowler asked how fees compare to other processing facilities in the state. <br /> She asked if fees could be increased for non-Orange County residents. <br /> Eric Hallman said fees are right at the median. <br /> Commissioner Hamilton said she can see the work put into this agreement and it makes <br /> things clearer. She asked about 7.1.c and for information on who the indemnitee and indemnitors <br /> referred to. <br /> John Roberts said either party can be the indemnitee or the indemnitor, but this covers if <br /> a third party comes into play. <br /> Commissioner Fowler said she feels there should be a discrepancy between what people <br /> in Orange County pay versus out of county users. She asked if those out of county users could <br /> have fees raised. <br /> Eric Hallman said he wanted to present the two scenarios to see where they need to go. <br /> He said that if they want to give across the board discounts to all Orange County residents, the <br /> impacts would be less. He said that if you keep subsidizing a business, they do not get a full idea <br /> of what the cost of doing business is. <br /> Commissioner Fowler said she gets that and maybe if they are doing well, they could be <br /> moved out. She asked if out of county folks get charged more. <br /> Eric Hallman said they do not think that would be necessary. <br /> Commissioner Fowler asked if they do that with the SportsPlex. <br /> Travis Myren said that covers only school district employees or county employees. <br /> Vice-Chair Greene said she likes the idea that the people just starting out need the extra <br /> incentive. <br />
