She asked what the impacts of this proposed change will be.
Cy Stober said it is not that significant and D will provide better buffering between land
uses than what C currently does. He said C was never applied when D would not be more
protective.
Commissioner Hamilton said one of the differences is related to evergreen trees. She
asked if the higher number of trees should be brought over from C to D.
Cy Stober said he understands that the purpose is that evergreen trees grow faster. He
said through review and discussions with DEAPR, imposing the standards in D would require
more landscaping that the situations where C is being applied today. He said they could require
an evergreen in D. He said the general takeaway is that C is a smaller buffer than D and staff
believes will be a greater buffer with D than currently with C.
Slide #11
Proposed Amendments
• 6.8.9-8 Screening
—Clarify purpose and application of screening standards
is to obscure foundations and equipment of multifamily
or non-residential structures from public view
ORANGE COUNTY
NORTH CAROLINA
Slide #12
Proposed Amendments
• 6.8.19 9 Landscape and Tree Preservation Plan
—Clarify when this plan is needed and its format
ORANGE COUNTY
NORTH CAROLLNA
