Board can <br /> withhold Construction funds if required. <br /> • High Priority Needs—Authorized on a project basis <br /> for specific projects identified each year through CIP. <br /> County staff will ensure projects meet funding and <br /> Woolpert definitions. <br /> • Other Capital Uses— More broadly allocated by <br /> function or purpose.Allocated each year through CIP. <br /> Chair Bedford asked if the first two were a specific ordinance and if the others were more <br /> general. <br /> Kirk Vaughn said they are all capital project ordinance. He said that a project-based <br /> allocation will be stricter but projects for technical or smaller capital improvements will be more <br /> flexible and meet a broad purpose or function category. He said it will change how the CIP looks. <br /> Commissioner McKee asked what was meant by the statement: "Board can withhold <br /> construction funds if required." <br /> Kirk Vaughn said that is the Board's purview so they can decide if the allocation is withheld <br /> during a budget project. <br /> Commissioner McKee said he thought a different word should be used instead of <br /> "required." <br /> Chair Bedford said somewhere it talked about monthly meetings. <br /> Slide #7 <br /> OVERSIGHT AND AMENDMENTS <br /> • Per Statute, School Districts have some ability to <br /> exceed project budgets without BoCC approval, <br /> between 10-25% as set by BoCC. <br /> • This policy recommends 15%, based on review of peer <br /> county ordinances. <br /> • School districts won't be able to use this provision to <br /> exceed all budgets in total and are expected to use <br /> budget amendments to reallocate funds. <br /> • Policy recommends staff meet regularly to track <br /> progress on all Major Projects, based on Wake County <br /> model.
