3 <br /> Health <br /> 6. The Orange County Health Department has received $100,000 in Federal pass-through <br /> grant funds to support delivery of the essential services and core functions of public health <br /> to address the specific health needs or health indicators. These grant funds will cover <br /> computers, drones, and other expenses for well and septic staff. The drones will be used <br /> to enhance current record keeping, provide photogrammetric measures, and advance <br /> equity goals that improve community client applications especially to those who are <br /> differently abled or low literacy. This amendment appropriates these funds in the General <br /> Fund. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br /> OBJECTIVE 6. Protect water supply/watersheds. <br /> • GOAL 2: HEALTHY COMMUNITY <br /> OBJECTIVE 7. Invest in services and programs that improve the health and quality <br /> of life of the community. <br /> Solid Waste <br /> 7. In anticipation of the new NC Department of Environmental Quality (NCDEQ) regulations <br /> regarding PFAS (per- and polyfluoroalkyl substances), the Solid Waste Department has <br /> estimated an additional $230,000 in expenses to satisfy the regulatory requirements. <br /> These funds will cover the cost of additional testing for targeted PFAS compounds and <br /> engineering services for conducting a cost benefit analysis associated with these new <br /> requirements. This budget amendment provides for the appropriation of $230,000 from <br /> fund balance in the Solid Waste Enterprise Fund. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br /> OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of <br /> the County fleet/facilities and improve safety. <br /> OBJECTIVE 6. Protect water supply/watersheds. <br /> Asset Management Services <br /> 8. This Asset Management Services Department is requesting $23,500 for conceptual design <br /> services by O'Brien Atkins to review the space needs of the court system and related <br /> agencies that occupy the Justice Center and related facilities. The County's Long Range <br /> Facility Master Plan was completed by O'Brien Atkins and presented to the Board in <br /> November 2023. Some of the recommendations in the Facilities Master Plan were <br /> incorporated into the FY 2024-34 Capital Investment Plan (CIP). During consideration of <br /> the CIP, the justice system stakeholders asked County leadership to work together to take <br /> a more comprehensive view of system operations that would more seamlessly integrate <br /> facilities assigned to these stakeholders. The County Manager initiated a Justice System <br /> Space Needs Workgroup, which included members of the Justice system and County staff, <br />
