ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: December 5, 2005 <br />Action Agenda <br />Item No. <br />SUBJECT: RFP Award: Surveying at Landfill <br />DEPARTMENT: Purchasing & Solid Waste <br />Management <br />PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): <br />Scope of Services & List of Respondents <br />INFORMATION CONTACT: <br />Pam Janes, 245-2652 <br />Gayle Wilson, 968-2885 <br />PURPOSE: To consider awarding an RFP for miscellaneous survey work as required for Solid <br />Waste Management operations to Summit Consulting Engineers of Hillsborough, North Carolina <br />for a pericd of three years with the option of extending the agreement an additional three year. <br />BACKGROUND: Pursuant to State bidding laws, proposals were requested for surveying <br />services at the Orange County Landfill and also at other remote locations in the County. <br />Surveying at remote locations may be for solid waste recycling facilities or other facilities as <br />required for the Solid Waste Management Department to accomplish its mission. Athree-year <br />term of agreement is proposed. It is anticipated that 80 to 100 hours of surveying services will <br />be required annually and that about 75 percent of the time will be fieldwork. <br />Eight proposals were received (see attached list for respondents) on September 15, 2005 and <br />were evaluated based on the following major areas: <br />Experience <br />Office Location <br />Similar Projects <br />Survey Equipment <br />Site Familiarity <br />As the Board is aware, State bidding laws require that surveying services be retained based on <br />qualifications of the firm rather than cost of service. Since contract cost is negotiated only with <br />the recommended firm, a list of respondents rather than a bid tabulation is being included with <br />this abstract. <br />
