The Crange County Board of Commissioners met in regular session on Monday, February 1, 1965, at 10:00 o'clock a.m., in the Commissioners Room at the Courthouse in Hillsboro, N. C. Members present: Chairman Harvey D. Bennett, Commissioners Gordon B. Cleveland, William C. Ray and Henry S. Walker. Members absent: Commissioner Carl M. Smith. Due to the absence of the Clerk, S. M. Gattis was requested to take the minutes of said meeting.. Upon motion of Commissioner Cleveland, same being duly seconded, the Acting Clerk was asked to dispense with the reading of the minutes of the January 4th meeting. Chairman Bennett stated that in reviewing the minutes of the January 4th meeting he noticed that no reference had been made to action taken by the Board with reference to the Blind Aid Grants received from the Welfare Department. The Clerk was directed to insert a list of these grants into the January 4th meeting. Paul Siebel, Community Services Consultant, informed the Board that the County Advisory Committee, established through the Employment Opportunities Act, had prepared its first proposal for transmittal to Washington, D. C. This program included such items as Remedial Reading, Pre- School Reading and Adult Education. The Board directed Mr. Siebel to forward the proposal to Washington with their endorsement and approval. The following road petition was presented and the Clerk was requested to forward same to the State Highway Commission: Broogdocm (Brigadoon) George Jenkins of the Homestead Community near Chapel Hill presented the Board with a petition signed by 118 citizens of said community. Said petition requested that the Homestead Community area be zoned. 2rr. Jenkins stated that this area was being considered for zoning by both the towns of Chapel `fill and Carrbom . Discussion ensued. The Board advised Mr. Jenkins that said petition would be taken under consideration and that the signed petition and the map of the area would be on file with the Clerk to the Board. Jim Wight, Welfare Director, presented the following Aid to the Blind grants. Said grants were duly signed by Chairman Sennett. AID TO THE BLIND AGENDA February 1, 1965 Name Eff. The following department officials presented reports for the month of January, 1965: James Wight, Welfare Director Tom Bivins, Veterans Service Officer Cashe Boggs, Dog Warden E. M. Lynch, Clerk of Court The. Welfare Director also presented the semi-annual financial report of his department. This report was favorably received by the Board. Gera P. Sykes was present to discuss with the Board two bills which he proposed to have introduced in the General Assembly. The bills, entitled'A.Bill to Be Entitled An Act To Amend The Laws of Eminent Domain In North Carolina" and "A Bill To Be Entitled An Act To Provide For The Re-Evaluation of Real Property Taken For Public Purposes", were reviewed by the Board. Copies of this proposed legislation were given to each Board member at their January 4th meeting and same had also been copied in the minutes of that meeting. The bill entitled "A Bill To Be Entitled An Act to Ament The Laws of Eminent Domain In North Carolina" had been amended by Mr. Sykes. Upon motion of Commissioner Cleveland, seconded by Commissioner Walker the following proposed legislation entitled "A Bill To Be Entitled An Act To Provide For The Re-Evaluation of Real Property Taken For Public Purposes" was unanimously adopted.
