1/31/24, 3:02 PM HSOA-24-32
https://chapelhillnc.workflow.opengov.com/#/explore/records/63523/react-form-details/63523 9/15
Describe the proposed program and the target population to benefit from the program. Please also
explain how the program aligns with the Town of Chapel Hill and Carrboro's Human Services Program
Results Framework and/or Orange County's BOCC Goals and Priorities (250 words or less).
Target Population
The program target population demographics table is included as an
attachement on the application cover page. Please download the excel
spreadsheet and fill out the demographic data in the table and then upload it
with your application. Provide one copy per program that you are requesting
funding for.
Program Cost
This cost per individual must reflect the total program budget divided by the
total number of program individuals in this application.
The Early Literacy Initiative prepares children participating in the NC Pre-K
program for the literacy demands of school through providing parents literacy
training focusing on kindergarten transition and the evidence-based text
messaging program, Bright By Text, which sends 2-3 age-appropriate text
messages per week on healthy development, including language and literacy
development; and providing materials, training, and technical assistance to NC
PreK teachers to integrate reading into multiple classroom activities and STEAM
learning opportunities. Therefore, children have increased access to books and
literacy resources and gain experience with language, print, and books in multiple
settings (e.g., home, school, library), multiple ways (e.g., book sharing, book talks,
story exploring), and for multiple reasons (e.g., reading for enjoyment, reading for
information, reading for exploration). This initiative aligns with the towns’ and
county’s priorities to help children improve their educational outcomes and
ensure a high quality of life and lifelong learning through enabling our youngest
children to create a solid foundation for language development and literacy
learning needed for success in school as they prepare for the transition to
kindergarten. Planting the seeds of academic success affects all facets of our
community from educational attainment to a quality workforce to economic
viability. The NC Pre-K program is designed to support children from under-
resourced families, who are eligible for TANF (Temporary Assistance for Needy
Families) support and many of whom have not had previous experiences with
early education opportunities.
Docusign Envelope ID: CAC7EC7C-77BA-407E-AAC1-F02C0C75525F
