Working <br />together with the city and proposers, <br />final terms were reached that brought <br />a minimum savings to the city of over <br />$15 per ton over the bid price and <br />established a floating processing fee <br />based on the market value of their <br />program recyclables. <br />KCI provided <br />guidance to <br />the city on their <br />commercial collection system and <br />potentially bringing it in-house. This <br />would consolidate their container <br />services with their use of the NORD <br />underground system technology. KCI <br />provided financial and operational <br />analysis guidance on paths forward for <br />their consideration. <br />KCI submitted the final <br />report to Wake County <br />Public Schools for the <br />waste composition study <br />(WCS) conducted earlier <br />in the year. The study <br />provided the county information of <br />potentially recyclable and compostable <br />materials in the schools’ waste stream <br />and helped evaluate the success of the <br />“Feed-the-Bin” recycling program that <br />has been incorporated in all schools in <br />the district. <br />Under the <br />Board of County <br />Commissioners <br />directive, <br />KCI assisted <br />staff in negotiating a two-year <br />extension of their franchise collection <br />contracts while the development of <br />a new solicitation package can be <br />conducted. Negotiations included <br />service performance improvements <br />to ensure proper service through fleet <br />replacement and route balancing. <br />KCI completed a residential recyclables capture study in New Orleans. The study analyzed the recoverable <br />materials from both trash and recyclables collected from households. In addition, KCI completed a <br />recyclables setout study in which GIS data was used to calculate the recycling participation and setout rates <br />throughout the city. <br />KCI <br />completed <br />two <br />recyclables <br />capture studies in Napa, CA and <br />Olympia, WA for TRP. KCI sorted <br />representative samples of trash and <br />recycling from residential routes. <br />These capture studies provide a <br />comprehensive assessment of the <br />cities’ recycling program and will be <br />compiled by TRP with other studies <br />to create a database of the results <br />to evaluate the success of recycling <br />programs nationwide. <br />Released in <br />August, KCI <br />assisted the <br />county in preparing a new solicitation <br />package to secure new franchise <br />collection vendors. Utilization of an <br />Invitation to Negotiate (ITN) was <br />determined to be the best procurement <br />method to allow the county the flexibility <br />sought for leveraging insight and <br />industry knowledge for a strong, high <br />performing program. KCI will continue <br />to provide assistance throughout the <br />procurement process and ensure a <br />smooth transition to their selected <br />service provider(s). <br />In addition, to assist the county with <br />understanding materials currently <br />being disposed in their landfill and <br />opportunities for increased diversion, <br />KCI conducted a WCS and performed <br />a visual audit of materials collected <br />for their Construction and Demolition <br />(C&D) Processing Facility to define <br />potential additional materials that may <br />be processed and drive local markets <br />to improve circularity. <br />KCI completed the <br />2023 update to the <br />FORCE Organics <br />Recycling Facility <br />Maps Page that <br />depicts the following: 1) yard trash <br />recycling, 2) manure blending and <br />composting, 3) animal by product and <br />composting, 4) vegetative food waste <br />composting, 5) biosolids composting <br />and 6) anaerobic digester facilities <br />located throughout the state. www. <br />floridaforce.org/facilities/ <br />KCI <br />conducted <br />a two-week <br />recyclables composition study (RCS) <br />for the City of Greensboro. The study <br />measured the city’s residential and <br />commercial recyclables to determine <br />its composition for the city’s processing <br />contract.
