Orange County, North Carolina
Proposal - Waste Characterization Study

Orange County WCS KCI Proposal
34
and final reports. Ryan ensured the results of the study were able to be used by the County and
university in future negotiations with the recyclables processor.
✓ Waste Characterization Study, Wake County, NC
Ryan oversaw all aspects of a 6-day waste composition study for Wake County, NC. This included
separate sampling of waste and recyclables from the Town of Cary and waste from NCSU. Ryan
conducted all pre-sort planning activity, including developing a representative sampling schedule
targeting residential and commercial waste from the county’s various municipal and private haulers
and convenience centers. Ryan also worked with county staff on the specialized logistical needs of
conducting the study at a former transfer station owned by the county. During the study, Ryan
supervised the sampling of 42 samples of waste and eight samples of recyclable and the sorting of
these materials into over 40 categories by a crew of temporary laborers. Ryan then compiled all
data collected in the study to calculate separate compositions of the county’s residential,
commercial, and convenience center waste; Cary’s waste and recyclables; and NCSU’s waste. The
results of the study will assist county, town, and university staff in evaluating the success of their
recycling programs and determine next steps to further increase diversion of waste.
✓ Waste & Recyclables Composition Studies, Chatham County, NC
Ryan was the lead consultant for three waste composition studies and two recyclables composition
studies for Chatham County. These studies included pulling samples of waste or recyclables from
the county’s 12 collection centers. Ryan conducted all planning activities and oversaw the sampling
and sorting of all materials during each sorting event, managing a crew of 6 sorters. During the
waste composition study, Ryan also visually assessed all loads of bulky waste during the study.
Following the field work, Ryan prepared draft and final reports summarizing all aspects of the
studies. These studies helped the county evaluate the success of its recycling program and other
waste reduction efforts and plan for future programs.
✓ Recyclables Studies, The Recycling Partnership
Ryan has worked on numerous projects with TRP in their ongoing efforts to gather data on
recyclables streams nationwide and improve the quantity and quality of recovered materials. Ryan
has been the lead consultant and field manager for recyclables capture studies measuring recyclable
commodities in the recyclables and waste streams from residential properties in Sarasota County,
FL, Hillsborough County, FL, New Orleans, LA, Napa, CA, and Clearwater, FL and was a technical
advisor on capture studies in Olympia, WA and Minot, ND. He was also the lead consultant and field
manager in two multi-family recycling intervention studies measuring the impact of in-unit
recyclable bins/totes at multi-family properties in Sarasota County, FL and Alachua County, FL. Ryan
has been a technical adviser on recycling intervention studies in Columbus, OH, Reynoldsburg, OH,
Peoria, AZ, San Diego, CA, and Folsom CA. In addition to the field work, he provided a technical
review of data from multi-family studies in San Marcos, TX and Lane County, OR and drafted
separate reports summarizing KCI’s interpretation of the data. Ryan is currently in the planning
phase of upcoming recyclables capture studies in Peoria, AZ, Lake County, FL, and Boston Mountain
Solid Waste District, AR.
Docusign Envelope ID: 1223AA0B-DDEC-4EBE-8FEA-427010558A5C
