Orange County, North Carolina <br />Proposal - Waste Characterization Study <br /> <br /> Orange County WCS KCI Proposal <br />32 <br />✓ Recycling Analysis and Program Planning, Miami-Dade County, FL <br />Bethany served as project manager and primary author on this analysis designed to provide insight <br />on potential options the county may pursue upon the end of their contractual agreements for the <br />collection and processing of recyclable materials. Specific client goals included an evaluation of <br />innovative measures to improve the capture rate, reduce contamination and support the county’s <br />commitment to sustainability and resilience. Five potential scenarios were analyzed through the <br />development of customized financial and recycling impact models with long-range projections <br />designed to assist county leaders in their decision-making process. Upon finalization of the report, <br />KCI assisted County staff in presenting the findings to the Board. It was decided to conduct a <br />procurement process for interim service needs while the County finalized their plan for <br />development of a processing facility. KCI was retained to provide additional technical support <br />during the procurement processes. <br />✓ Guidance Document - Municipal Solid Waste and Recycling Composition Audits and Contracting, <br />Massachusetts Department of Environmental Protection, MA <br />Bethany worked with the KCI team, and served as lead author, to assist MassDEP in providing <br />guidance to municipalities for recycling collections and processing procurements. Addressing <br />industry concerns for the area, this guidance included the development of a best practices <br />document (and correlated contractual templates) on the fundamentals of successful procurements <br />in a fluctuating marketplace. Topics included performance standards, transparent pricing structures, <br />and allocating equitable risks. Training workshops were conducted providing guidance to over 150 <br />attendees. <br />✓ Multifamily Based Capture and Intervention Study, The Recycling Partnership, Alachua County, FL <br />Bethany serves as the project manager on this pilot project in partnership with TRP to implement an <br />in-unit recycling separation to approximately 2,000 multifamily units in the county. KCI will audit <br />materials collected from specified multifamily routes serviced by private haulers through a pre- and <br />post-intervention study. Results will provide insight on the success of the education campaign and <br />provide further guidance on the implementation of the county’s mandatory recycling ordinance. <br />✓ Waste Composition Study and C&D Audit, Sarasota County, FL <br />Bethany serves as the project manager on this two-phased project. Phase I includes a one-season, <br />five-day sorting event to understand material categories and weights currently being disposed at the <br />Central County Solid Waste Disposal Complex (Landfill). Three generator sectors were targeted: (1) <br />single-family residential, (2) multi-family residential, and (3) commercial or institutional. The county <br />hopes to utilize data obtained to understand additional materials for diversion to improve their <br />overall program and increase the lifespan of their landfill facility. Phase II includes a three-day C&D <br />audit to define the weights of material categories on the inbound C&D stream at the Sarasota <br />County C&D Facility. Results from this study will help to define if this material must be disposed, or <br />if existing and expanded local markets could improve recovery.
