<br /> <br />Orange County WCS KCI Proposal <br />29 <br /> <br /> <br /> <br /> <br />Mitch Kessler will serve as Principal for KCI. He will have final <br />responsibility for the direction and coordination of all tasks assigned to <br />KCI and will have ultimate responsibility for all services provided by our <br />firm. <br />Mitch has 39 years of solid waste experience and has managed or <br />directed more than 1000 projects for over 350 KCI clients. His legal <br />training is especially useful in understanding and interpreting local, <br />state, and federal laws and regulations. His broad background in solid <br />waste management and business makes him a Principal who is an <br />industry leader with the history and experience to deliver results for our <br />clients. <br />Mitch is a nationally recognized expert in the procurement and <br />operations of solid waste collection systems and materials recovery <br />programs and facilities. He is especially knowledgeable in collection and <br />market development issues as they relate to the economic viability of <br />solid waste and recycling programs. <br />Mitch is Past President of the Florida Sunshine Chapter of SWANA and <br />current SWANA International Board member. He serves as an instructor <br />for the Recycling, Collection, and Composting Certification Courses <br />sponsored by SWANA National, and is a member of the SWANA <br />committee that developed the Manager of Composting Operations <br />Certification Course. <br />Mitch has worked on the following projects with KCI: <br />✓ Waste Composition Study, Orange County, NC <br />Mitch provided project direction and oversight of a two-season <br />characterization study of waste generated within Orange County. <br />The WCS provided useful information to compare with previous <br />study data and to assist in planning and developing future solid <br />waste and resource management programs. <br />✓ Recyclables Characterization Study, Orange County, NC <br />Mitch was project director for the county on a comprehensive 6-day <br />characterization study of single stream recyclables collected within <br />Orange County, including recyclables collected on the University of <br />North Carolina’s Chapel Hill campus. This study provided critical data <br />on types of recyclables and contamination levels as the county and <br />UNC entered into negotiations with their recyclables processors. <br />MITCH KESSLER <br />Principal <br />J.D.
