<br /> <br />Orange County WCS KCI Proposal <br />27 <br />Team Members <br />Project Management <br />KCI will approach this project as a collaborative effort with the County to clarify and confirm the <br />County’s objectives and needs. Building on this basis of understanding, we will develop a clear protocol <br />for conducting the WCS to ensure successful outcomes that achieve the defined goals and objectives. <br />Our project management procedures have a proven track record in enabling us to complete projects on <br />time and within budget. All assignments will include clear instructions, hours for completion, and due <br />dates. Regular project team meetings will be held to discuss the status of assignments, unexpected <br />issues or challenges, and next steps. This enables us to resolve any unforeseen issues expeditiously and <br />ensures the project stays on track. <br />Our quality control and assurance program is straightforward and effective. All deliverables are <br />reviewed by a minimum of three people. The original author of each deliverable is responsible for <br />conducting a thorough review. The Technical Advisor then reviews the deliverable for technical <br />accuracy and to ensure it meets the project requirements and expectations of the client. The Project <br />Director reviews the final product for a holistic technical approach. Finally, upon the Project Manager’s <br />approval, administrative staff conducts a final review for grammatical, typographical, and formatting <br />errors. Our Standard is Excellence! <br />KCI’s Project Team <br />To conduct this WCS as efficiently and effectively as possible, KCI has assembled a project team that has <br />unsurpassed experience and expertise in planning and conducting WCSs and in using the results to <br />achieve practical, measurable results. Because key team members were also involved with the County’s <br />2016/2017 WCS and 2019 RCS, the team has familiarity with the County, and experience conducting the <br />previous studies, guaranteeing a successful project with reliable results. <br />Below are brief summaries of the roles the key personnel will play in the project, followed by <br />professional resumes. <br />Mitch Kessler, KCI Principal, is a resolute problem-solver with a practical perspective focusing on action <br />and measurable outcomes. His 39 years of industry experience, combined with his legal training, <br />provides unparalleled knowledge of industry trends and a keen ability for strategic thinking. He is a <br />nationally recognized expert in the procurement and operations of solid waste collection systems, <br />materials recovery programs and facilities, and is especially knowledgeable in collection and market <br />development issues as they relate to the economic viability of solid waste and recycling programs. <br />Mitch also has a knack for surveying the local infrastructure, developing partnerships, and creating <br />public-private partnerships that are a win-win for all parties. Mitch served as Project Director for the <br />County’s previous WCS and RCS. <br />Bethany Jewell Gray, Project Director, has 22 years of experience in planning and policy development <br />related to solid waste management and sustainability. Her intuitive acumen for listening to a client’s <br />needs, combined with strong analytic and technical skills, has assisted numerous clients in customized, <br />results-oriented waste diversion strategies in recycling, composting, and materials management.
