Orange County, North Carolina
Proposal - Waste Characterization Study

Orange County WCS KCI Proposal
26
well as provide information to ECUA on how to improve its recycling program. KCI was responsible
for all aspects of project planning and execution including field work, data analysis, and preparing a
technical memorandum.
Sarasota County, Florida
Contact: Brian Usher, Solid Waste Director, (941) 861-1532
Countywide Waste Composition Study – Landfill Analysis
KCI was retained to perform a one-season, five-day sorting event to
understand material categories and weights disposed of at the
Central County Solid Waste Disposal Complex (Landfill). Three
generator sectors were targeted: (1) single-family residential, (2)
multi-family residential, and (3) commercial or institutional. In
addition to providing a comprehensive understanding of materials
and weights being disposed, results enabled the comparison
between waste generated in the unincorporated county with the
combined waste generated in other municipalities. The county
utilized the data obtained to understand additional materials for
diversion to improve their overall program and increase the
lifespan of their landfill facility.
Construction and Demolition (C&D) Material Audit
The Sarasota County C&D Facility accepts, processes, recycles, and disposes of the C&D debris received
at the Landfill. Recovered materials are sent to available local markets to increase recovery and
diversion rates. The county retained KCI to perform a three-day C&D visual audit to define the weights
of material categories on the inbound C&D stream. Results from this study helped identify C&D
materials requiring disposal, or if existing or expanded local markets could be leveraged to improve
recovery. This assisted the county further its sustainability goal to help foster in-roads for developing
C&D recovery markets in Florida.

Fayetteville, Arkansas
Contact: Peter Nierengarten, PE, Environmental Director, (479) 575-8272
Contact: Brian Pugh, Waste Reduction Coordinator, (479) 718-7685

Waste Characterization Study

KCI assisted the City of Fayetteville, AR in developing a Master Plan aimed at achieving an efficient, cost-
effective solid waste system to maximize waste reduction and recycling and put the city on a path to
attaining its goal of 80 percent waste diversion. In order to achieve this goal, KCI initiated the project
with a citywide WCS to determine the types and quantities of waste currently being disposed by the
residential and commercial sectors. In addition, KCI also conducted a separate WCS of waste disposed
on the University of Arkansas campus, which lies within the city limits. For the University, KCI looked at
waste from four distinct areas of the campus: Housing, Student Union, Athletics, and Facilities. The
results provided by these two studies were used in the master planning process to identify waste
diversion opportunities and to explore future partnerships between the city and the University. The
final deliverable was a comprehensive, forward-thinking Solid Waste Master Plan for the city.
“KCI engages to make sure they
understand our needs, openly
discuss solutions, and translate
our end-goals into action items
that meet our program
objectives.”

Brian Usher
Solid Waste Director
Sarasota County, FL
Docusign Envelope ID: 1223AA0B-DDEC-4EBE-8FEA-427010558A5C
