Orange County, North Carolina <br />Proposal - Waste Characterization Study <br /> <br /> Orange County WCS KCI Proposal <br />25 <br />seasonal changes in the waste stream. Each event spanned two-weeks during which 85 samples of solid <br />waste were pulled from municipal and private haulers. Paired with each sorting event was a 1-week <br />visual audit of bulky waste received by the county. For each audit, KCI staff methodically evaluated the <br />composition of approximately 125 loads of bulky waste. This study provided essential data to the <br />county to evaluate its waste diversion program and plan for future programs. <br />Recyclables Characterization Study <br />KCI conducted a comprehensive three-week RCS for Pinellas County to measure the composition of <br />recyclables generated within the county. The study included two aspects: 1) recyclables generated and <br />managed by the 24 municipalities within the county and 2) recyclables managed by the county in their <br />beach and park recycling and drop-off programs. Using historical tonnage data, KCI developed a <br />sampling schedule proportional to the tonnage of recyclables managed by each municipality and <br />included samples of the county’s recyclables. KCI coordinated with the individual municipalities and <br />their haulers to deliver their loads to the study site, where KCI staff oversaw the sampling and sorting of <br />153 samples of recyclables. Using the data from the study, KCI calculated the composition of recyclables <br />from the municipalities and county and the overall combined composition. The results of this study will <br />be used in an upcoming feasibility study for a publicly-owned MRF within or around the county. <br />City of Naples, Florida <br />Contact: Bob Middleton, Utilities Director, (239) 213-4714 <br />Recyclables Characterization Study <br />KCI was contracted by the City of Naples to conduct a comprehensive RCS on single stream recyclables <br />that the city collects and transfers to a county-owned, privately-operated MRF. The purpose of the <br />study was to evaluate the amount and types of contaminants in the recycling stream in order to <br />negotiate the interlocal agreement between the city and county for processing its recyclables. To <br />conduct this study, KCI worked with city staff to sample material from every collection route over the <br />course of a week. KCI then conducted a 2-day sorting event sorting samples from each of these routes. <br />Results of the RCS indicated the contamination level of the city’s recyclables was below the average <br />contamination level reported from all sources that deliver material to the MRF. <br />Emerald Coast Utilities Authority, Pensacola, Florida <br />Contact: Randy Rudd, Former Deputy Executive Director of Shared Services, (850) 501-4651 <br />Recyclables Characterization Study <br />KCI has conducted four RCSs for ECUA in the past seven years. <br />The first study was conducted to obtain a comprehensive <br />characterization of recyclables that ECUA would receive at the <br />planned MRF. Subsequent studies were conducted to provide <br />updated characterization of the materials received at the MRF <br />both of ECUA-hauled material as well as recyclables received <br />from other jurisdictions using the MRF. These studies provided a <br />breakdown, by percentage, of the individual types of materials <br />and contaminants found in the recyclables stream.
