Better understanding the <br />composition of this waste stream will not only help the County evaluate the potential to divert <br />additional materials from disposal, but also enable the County to verify that the <br />materials received should be characterized as site cleanup or C&D debris. <br />Indian River County, Florida <br />Contact: Himanshu Mehta, Solid Waste District Managing Director, (772) 226-3211 <br />Waste Composition Study <br />As part of KCI’s assistance to Neel-Schaffer in updating the county’s solid waste master plan, KCI <br />conducted a waste composition study of incoming waste to the county’s landfill. The five-day study <br />included three generator sectors (single-family residential, multi-family residential, and commercial <br />waste) and visual audits of incoming bulk waste loads. KCI was responsible for developing the sampling <br />schedule, coordinating with haulers, developing sorting and sampling protocols, worker training, sample <br />selection and sorting, data analysis, and report preparation. More than 40 loads of waste were sorted or <br />visually audited during the sorting event. Study results were used to update the county’s solid waste <br />master plan and to identify additional recycling opportunities. <br />Lee County, Florida <br />Contact: Tim LaMontagne, Solid Waste Department Operations Manager, (239) 533-8960 <br />Recyclables Characterization Study <br />KCI has conducted three RCSs for Lee County since 2018 of inbound single stream recyclables processed <br />at the county’s MRF. Each study occurred over a 5-day period and analyzed approximately 50 samples <br />of single stream recyclables processed at the county’s privately-operated MRF for determining the <br />inbound composition of recyclables and contamination, which consequently was used to calculate the <br />average market value (AMV) of the recyclables for a new contract, as well as provide information for <br />new MRF planning and development. The results of each subsequent RCS were compared to the <br />inbound characterization measured in prior RCSs. Additionally, the results were used to assist the <br />county’s education and outreach programs. <br />Waste Characterization Study <br />KCI was contracted by Lee County to provide a WCS of trash disposed at Lee County’s Resource <br />Recovery Facility. This 5-day study (analyzing 40 samples) provided the county’s public education team <br />with an understanding of the quantity and typology of recyclables being disposed of. These results also <br />provided detailed descriptions of major types of waste and an understanding of materials that may <br />present new diversion opportunities in the future. The results of this study provide essential data to <br />the county in evaluating its current waste diversion program and plan for future programs included in <br />its solid waste master plan. <br />Pinellas County, Florida <br />Contact: Charles Mangio, Solid Waste Program Manager, (727) 464-7544 <br />Waste Characterization Study <br />KCI conducted a comprehensive two-season countywide WCS of solid waste disposed at Pinellas <br />County’s waste-to-energy facility and landfill.
