Orange County, North Carolina
Proposal - Waste Characterization Study

Orange County WCS KCI Proposal
23
▪ Sarasota County, FL: KCI conducted all planning, field work, data analysis, and reporting.
▪ Peoria, AZ: KCI conducted all planning, field work, data analysis, and reporting.
▪ San Diego, CA: KCI coordinated all planning and data analysis.
▪ Lane County, OR: KCI conducted an independent review of data collected by the county.
▪ San Marcos, TX: KCI conducted an independent review of data collected by the city.
▪ Columbus, OH: KCI conducted all planning, field work, data analysis, and reporting.
▪ Folsom, CA: KCI is currently in the planning process.
▪ Alachua County, FL: KCI is currently in the planning process.
Recycling Capture and Setout Study – New Orleans
KCI was contracted by TRP to conduct a comprehensive recycling study for The Recycling Partnership in
New Orleans. The study consisted of two parts: a cart-based recycling capture study and recycling
setout study. For the capture study, a KCI crew collected waste and recycling from the curbside carts
from 110 randomly selected households across a representative cross-section of the city. The material
was then sorted to assess the generation rate and composition of each material stream and calculate
the capture rate of recycles. For the participation study, another KCI crew followed a recycling
collection truck on five different days for the entirety of its route and counted the number of recycling
carts that were set out and collected. This data was compared to the number of households on the
route and the number of households subscribed for recycling to calculate the recycling setout rate. This
study provided critical data on the performance of its recycling program and considerations as it
transitions to universal recycling.
Route Based Capture and Intervention Study - Peoria, Arizona
KCI audited materials collected from specified routes serviced by the City of Peoria, Arizona. The data is
intended to provide insight into contamination rates based upon various interventions performed on
individual routes. This project included a pre-intervention study and a post-intervention study to
determine impacts. TRP requested KCI sort and sample films and flexible materials as a part of their
national priorities.
Multi-family Based Capture and Intervention Study – Columbus, Ohio and SWACO
KCI audited materials collected from specified multi-family routes serviced by the City of Columbus, Ohio
and processed by the Solid Waste Authority of Central Ohio (SWACO). The data provided insight into
contamination rates based upon various interventions performed on individual properties as well as
generation of material for multi-family residential units in the City overall. This project had a pre-
intervention study and a post-intervention study to determine impacts. TRP also requested KCI sort and
sample films and flexible materials as a part of their national priorities.

Manatee County, Florida
Contact: Chris Collins, Deputy Director – Utilities, (941) 792-8811 x5275
Waste Composition Studies
KCI will be conducting a two-season study of the composition of solid waste delivered to the County’s
Lena Road Landfill in 2024. The first study is expected to be completed in February 2024 and the second
study to be completed in August or September 2024. The studies will assess waste from three generator
sectors: single-family residential, multi-family residential, and commercial. KCI is responsible for all
aspects of project planning, sorting activities, and report preparation. KCI conducted a similar set of
studies in 2018-2019. This WCS will also include a visual audit of site cleanup and construction and
Docusign Envelope ID: 1223AA0B-DDEC-4EBE-8FEA-427010558A5C
