Orange County, North Carolina
Proposal - Waste Characterization Study

Orange County WCS KCI Proposal
20
Orange County, North Carolina

2019 Recyclables Characterization Study
KCI conducted a comprehensive 6-day characterization study of single stream
recyclables collected within Orange County, including recyclables collected on the University of North
Carolina’s Chapel Hill campus. The study included separately assessing recyclables in the eleven
different generator sectors that encompass the county and UNC’s recycling programs, including
residential curbside recycling, commercial recyclables, and drop-off/convenience centers. KCI planned
and conducted all aspects of the study, which included coordinating with county and UNC operation
staff, training and managing a sort crew of local temporary laborers, sampling and sorting 66 samples of
recyclables, analyzing all data, and calculating recyclable composition for each generator sector and
combined countywide composition. This study provided critical data on types of recyclables and
contamination levels as the county and UNC entered into negotiations with their recyclables
processors. Furthermore, the data on the types and amounts of contamination helped recycling staff
target their outreach efforts to reduce contamination.
2016/2017 Waste Composition Study

KCI conducted a two-season characterization study of waste generated within Orange County, NC. The
study consisted of two, 5-day sorting events, one in the fall and the other in the spring. In advance of
the study, KCI prepared a sampling and sorting protocol that included materials categories, site safety
plan, and a sampling and sorting schedule. The WCS provided useful information regarding the types
and percentages of various materials, including recyclable materials, currently being disposed to
compare with previous study data and to assist in planning and developing future solid waste and
resource management programs.
Chatham County, North Carolina
Contact: Shannon Culpepper, Recycling & Education Specialist, (919) 545-7874
Recycling Characterization Study
KCI has conducted four WCSs (2014, 2017, 2021, and 2024) and two RCSs (2019, and 2023) of materials
collected at the county’s 12 collection centers. All waste studies included three generator sectors:
municipal solid waste collected in compactors, bulky waste collected in roll-off containers, and bulky
waste collected in pre-crushers at two of the centers. The recyclables study measured all commingled
recyclables collected in closed roll-off containers. Project activities included pre-planning, sorting
representative samples of the municipal solid waste and recyclables, conducting a visual audit of the
bulky waste, analyzing the resulting data, and preparing a final report that compared the results with
baseline data and previous studies. The county used the results of the waste studies to measure the
effectiveness of its ongoing waste reduction efforts and plan for future goals, while the recyclables
study results were used for negotiating with its recyclables processor and for education and outreach
purposes.

Docusign Envelope ID: 1223AA0B-DDEC-4EBE-8FEA-427010558A5C
