Orange County, North Carolina
Proposal - Waste Characterization Study

Orange County WCS KCI Proposal
19
the fieldwork to ensure that WCS results achieve the desired objectives of the County. Because of
our experience, KCI is often brought in to review and comment on other firms’ methodologies.
➢ KCI has conducted characterization studies for a wide variety of sectors and programs. Having
conducted over 180 characterization studies, KCI has worked with nearly every type of collection
system imaginable from standard front-, side-, or rear-load collection trucks to fully loaded transfer
trailers to convenience centers and drop-off containers. Our sampling protocol is highly adaptable
and can be used to conduct a characterization study for any collection method.
➢ KCI Field Manager is a full-time KCI employee. Unlike other firms
that subcontract or use associates for the entire field crew, a full-
time KCI employee always leads our studies. This means the
person in the field is familiar with you and the project objectives
and is available for any follow up questions and discussions.
➢ KCI’s Field Manager leads daily training sessions. While we
encourage our contracted day laborers to work the entire sort
with us, the daily training sessions ensure that all workers
understand their responsibilities, safety protocols, and proper
sorting techniques. KCI has never had a reportable safety incident.
➢ KCI takes extra precautions to ensure accurate weighing. We line
all containers with a clean plastic bag prior to sorting each sample.
This eliminates the potential for inaccurate weighing caused by
residue from previous samples remaining on containers, which is
an issue with using unlined containers or recording tare weights
only at the start of the sort.
➢ KCI’s Field Manager continually observes sorted materials to ensure proper sorting and records
weight data on an electronic tablet to ensure accurate data recording. The spreadsheet for each
sample is immediately saved and backed-up daily to the secure cloud storage to ensure the safety of
the data collected in the field.
➢ Data analysis is reviewed by at least two staff members to ensure accuracy. Data collected in the
field will be analyzed by the Field Manager and then reviewed by a separate consultant. The report
is then drafted by the Field Manager and reviewed by the Technical Advisor for technical accuracy.
On-Point Project Descriptions
The project descriptions provided below expand on the government work KCI has conducted, illustrating
our extensive experience, deep knowledge, familiarity, and proven track record in characterization
studies. This selection specifically highlights our engagement with clients listed in the previous sections,
focusing on relevant projects undertaken, including Orange County. KCI will be happy to provide
additional information regarding any of the projects listed, or any other projects in our portfolio, at the
County’s request.
We firmly believe that it is not what we say, but what our clients say that really matters. As such, we
consider all our clients to be references and encourage the County to contact any of the individuals
listed in this section. We have also included a few client reference letters later in this proposal.
“Through the results of this
solid waste audit, we have
been given the tools we need
to promote waste reduction
on our campus and continue
toward our zero waste
commitments. We believe
that their creativity and
knowledge of waste auditing
strategies helped lead to
these successes.”

Jennifer Maxwell
Resource Conservation Specialist
Appalachian State University
Docusign Envelope ID: 1223AA0B-DDEC-4EBE-8FEA-427010558A5C
