Orange County, North Carolina
Proposal - Waste Characterization Study

Orange County WCS KCI Proposal
10
3. Provide the draft Study Protocol and draft Health and Safety Plan for County staff review.
4. Finalize the Study Protocol and Health and Safety Plan based on County staff comments.
5. Communicate with County staff regarding fieldwork logistics, including final sort location,
equipment needs, collection of samples, and local labor.
6. Develop information packets and truck placards for distribution to haulers in advance of the
fieldwork. The placards will then be distributed to selected vehicles for easy identification at the
landfill.
Deliverables:
• Up to three fieldwork coordination calls.
• Draft and Final Study Protocol that includes a sampling and sorting schedule, methodology to be
used to collect and sort all samples, and a list of defined material categories into which MSW
will be sorted.
• Draft and Final Health and Safety Plan outlining the sorting and safety practices to be followed
by all fieldwork staff.
Task 3 – Conduct Sampling and Sorting Event
Following County approval of the Study Protocol, KCI will mobilize its crew and sorting equipment to
conduct the onsite sampling and hand-sorting of MSW in accordance with the approved Study Protocol
and Health and Safety Plan.
Activities:
1. Obtain the necessary supplies and equipment as outlined in the Study Protocol.
2. Mobilize KCI’s field crew and sorting equipment.
3. Provide a Field Manager, Sorting Supervisor, and six local day laborers to assist with the sorting
event. If the County is able to provide dedicated staff for the duration of the sorting event, the
number of day laborers will be reduced accordingly.
4. Conduct the sampling and sorting event. The sorting event will take place Monday through
Friday over a one-week period. Depending on the final sampling schedule developed in Task 1,
KCI will pull and sort approximately 45-50 samples of MSW weighing at least 200 pounds. KCI
will follow the sampling schedule detailed and approved in the Sampling and Sorting Protocol.
a. KCI’s Field Manager leads daily training sessions to review proper sorting techniques and
safety protocols. While we encourage our day laborers to work the entire sort with us,
the daily training sessions ensure that all workers understand their roles and
responsibilities if the day laborers change.
b. KCI’s Field Manager and Sorting Supervisor continually observe the material category
bins to ensure proper sorting and record weight data on field tablets to ensure accurate
data recording. The spreadsheet for each sample is immediately saved to the tablet, and
all data is backed up to the cloud each evening for data security.

Docusign Envelope ID: 1223AA0B-DDEC-4EBE-8FEA-427010558A5C
