Orange County, North Carolina
Proposal - Waste Characterization Study

Orange County WCS KCI Proposal
9
Data Recording and Documentation
The weight (in pounds) of all materials sorted from each sample will be recorded on KCI’s field tablet
using our proprietary data logs. As mentioned above, all data will be backed up to cloud storage every
night. All composition data will be calculated as percentage by weight.
Photographs will be taken of the sorting site, sampling and sorting activities, and anything unusual found
during the sampling and sorting event.
Proposed Scope of Work
Based on KCI’s extensive experience with WCSs, we propose the following scope of work to meet the
goals and objectives outlined in the RFP. It is also based on the protocol outlined above. KCI realizes
that respondents can have different interpretations of the scope and level of effort requested by the
County; therefore, to ensure that the County’s needs and objectives are met, KCI welcomes the
opportunity to modify and refine the proposed scope and budget as needed.
Task 1 – Kickoff Meeting and Information Request
KCI will initiate the project, confirm the County’s objectives, and obtain relevant information to plan the
WCS.
Activities:
1. Participate in a kickoff meeting to confirm project objectives and identify available information
needed to plan and conduct the WCS.
2. Request, review, and evaluate relevant information and data provided by County staff, including
but not limited to:
• Annual tonnage of MSW from all jurisdictions and generator sectors (i.e., single-family
residential, multi-family residential, commercial)
• Collection schedules and number of MSW routes run each day for each
jurisdiction/generator sector.
Deliverables:
• Virtual project kickoff call
• Information request
Task 2 – Finalize WCS Protocol and Fieldwork Planning
As requested, KCI’s preliminary proposed Study Protocol, based on information provided in the RFP and
our experience with the previous WCS, is provided earlier in this section. During Task 2, KCI will work
with County staff to further refine the protocol based on the information and knowledge gained in Task
1.
Activities:
1. Draft the Study Protocol, including material categories, and sampling schedule.
2. Using the outline provided in Section 2 of this proposal, draft the study-specific Health and
Safety Plan.
Docusign Envelope ID: 1223AA0B-DDEC-4EBE-8FEA-427010558A5C
