Orange County, North Carolina
Proposal - Waste Characterization Study

Orange County WCS KCI Proposal
8
• Sorting Supervisor: The Sorting Supervisor is second in command in the field. Prior to
fieldwork, they meet with the Field Manager to learn the details (schedule, materials categories,
logistics) of the specific WCS. In the field, they are primarily responsible for the continual
monitoring of the sorting activities to ensure materials are safely and properly sorted and for
answering any questions from the crew. They are also responsible for ensuring sorting is
conducted in a timely manner so that all samples can be sorted during the fieldwork. They also
assist the Field Manager in their tasks as needed, such as pulling samples or entering data in the
tablet.
• Sorting Crew: The sorting crew is comprised of approximately six temporary laborers from a
local staffing firm or from the County if they are able to provide them. KCI requests that the
firm sends workers that can stay for the duration of the fieldwork. They will be thoroughly
trained by KCI’s Field Manager in all safety and sorting procedures. They will work around the
sorting table sorting individual items out of the sample. They will be responsible for learning the
materials on their side of the table. One or two staff will also load trash cans with sampled
material from the tarps as needed. At the end of the sample, they will bring sorted material to
the scale for weighing and recording. They will be provided drinks, snacks, and lunch to ensure
optimal performance. At the end of each day, the crew will clean up the site for the following
day. The Field Manager and Sorting Supervisor closely monitor their activities to ensure they
follow all safety and sorting procedures. Any staff not following procedures will be reminded; if
they continue to fail to comply with the procedures, they will be asked to leave the site and not
return.
Sort Crew Training
At the start of each day, KCI’s Field Manager ensures all crew are wearing appropriate clothing and
personal protective equipment and leads a safety and sorting training session. For returning crew
members, this serves as a reminder of the safety and sorting procedures. For any new crew members,
more in-depth training will be conducted. During the first day of fieldwork, sorting is conducted at a
slower pace so that the crew is able to learn the material categories for which they are responsible. If
the County wishes to conduct its own safety training for any rules specific to the landfill or convey the
information to KCI, it can be incorporated into the training session.
Project Schedule
Provided below is a proposed project schedule, which assumes a one-season sort. The schedule can be
modified based on the approved scope of work, County priorities, or to include a second sampling and
sorting event if the County so chooses.
Jun Jul Aug Sep Oct Nov Dec
Conduct kickoff meeting; prepare information request *
Draft Study Protocol and Health and Safety Plan *
Finalize Study Protocol and Health and Safety Plan *
Conduct sampling and sorting event
Analyze data and draft report *
Finalize Report *
*Project Deliverable
Docusign Envelope ID: 1223AA0B-DDEC-4EBE-8FEA-427010558A5C
