Orange County, North Carolina
Proposal - Waste Characterization Study

Orange County WCS KCI Proposal
4
monitor all bins to ensure accurate sorting. Materials not sorted correctly will be moved to the correct
category and the sorting crew notified.
All sorted material will be weighed, and the weights recorded on one of KCI’s field tablets. KCI’s
protocol is to line all bins with clean plastic garbage bags. This allows more accurate weighing than
weighing the entire bin, which can get buildup of material on the sides and bottom if not lined, skewing
the tare weights. After weighing, material will then be discarded. If the County wishes to segregate any
recyclable or recoverable material, KCI would be more than willing to do that provided the County
provides a means of separately collecting and removing the material from the site. The County will be
responsible for transporting and disposing/recycling all sorted and unsorted MSW delivered to the
landfill as part of the WCS.
At the end of each day, KCI will sweep/rake the area under and surrounding the tent and secure any
remaining MSW. Unsorted samples will be wrapped up securely in tarps and/or stored and covered in
garbage can/roll carts. KCI will remove all electronic equipment (tablets, scales, radio) from the site. If a
generator is used, it will be secured to a fixed structure, such as the tent. KCI will back up all electronic
data sheets to cloud storage every night during and following the event.
Sort Supplies
Based on KCI’s extensive experience conducting composition studies, we know what equipment and
supplies are needed to successfully conduct the study. The following table lists the supplies that the
County and KCI will provide. KCI will review this with the County and can modify it to meet the specific
needs of the WCS.
Equipment, Tools, & Miscellaneous Supplies Supplied By Total Quantity
Portable toilet or other bathroom facilities Orange County 1
95-gallon rolling carts Orange County 20
Potable water supply Orange County 1
Skid steer or similar vehicle (preferably with a grapple bucket)
and operator for pulling samples
Orange County 1
Front-end loader or similar vehicle and operator to remove
remainder of load (not pulled for sampling) for disposal
Orange County 1
20’ x 20’ frame tent with sides KCI - rental 1
Hand washing station KCI - rental 1
Heavy duty scale with a 250 lb. capacity and 0.05 lb.
resolution.
KCI 2
Field tablets for data recording (with built in camera) KCI 2
Clipboard for paper logs KCI 1
Custom-made sort table KCI 1
Magnet KCI 1
Sawhorses for table KCI 2
Folding tables to hold supplies KCI 2
Heavy duty tarps KCI 12
Labeled sorting bins (22-gallon) KCI 50
Trash cans(35-gallon) KCI 12
Buckets (5-gallon) KCI 8
Tongs for sorting KCI 12
Docusign Envelope ID: 1223AA0B-DDEC-4EBE-8FEA-427010558A5C
