Orange County, North Carolina
Proposal - Waste Characterization Study

Orange County WCS KCI Proposal
3

Sample Collection and Sort Location Cleanliness
The sampling and sorting event will take place over five consecutive days Monday-Friday. During that
time, KCI will pull and sort approximately 45-50 samples of MSW depending on the final sample
schedule, similar to the previous WCS.
KCI will develop a sampling schedule that is based on the collection schedule and annual tonnages of
each jurisdiction and generator sector. The following table summarizes the jurisdictions and generator
sectors.
Jurisdictions Generator Sectors
Town of Chapel Hill Single-Family Residential2
Town of Carrboro Multi-Family Residential
Town of Hillsborough Commercial
UNC
Unincorporated County1
1Includes private haulers, County Waste and Recycling Centers, schools, and offices.
2Waste and Recycling Centers are a subset of Residential.
Once the sample schedule has been finalized, KCI will randomly select route/collection vehicles from the
available pool from each jurisdiction/generator sector. Once approved by the County, KCI will prepare
placards for each selected truck/route and provide them to each hauler to be distributed to the
respective drivers on each day of the sampling and sorting event. This will notify the drivers that they
need to tip at the designated location at the County’s landfill for the WCS. If needed, KCI will request
County staff assistance in coordinating with private haulers to ensure their cooperation during the WCS.
After the truck’s load is tipped, KCI will direct the loader/skid steer to pull a sample weighing at least 200
pounds from a randomly selected area of the load and transfer it to a tarp to be stored until it is ready
to be sorted. The sample will be transferred to KCI’s custom sort table and sorted into the material
categories approved by the County. Throughout and at the end of sorting each sample, KCI staff will
Docusign Envelope ID: 1223AA0B-DDEC-4EBE-8FEA-427010558A5C
