Orange County, North Carolina <br />Proposal - Waste Characterization Study <br /> <br /> Orange County WCS KCI Proposal <br />2 <br />categories to ensure the results meet the County’s needs and are compatible with current waste <br />management processes. <br />One-Season Study with Option for Two-Seasons <br />Based on the County’s desire to obtain baseline information prior to implementing its Master Plan, KCI is <br />proposing a one-season study. This will provide useful information in a timely manner, while still <br />allowing study results to be compared with the 2016/2017 WCS, which was a two-season study. <br />We are aware of the County’s desire to conduct the study in the spring; however, given the fact that <br />study planning requires 45-60 days and that many UNC students leave in mid-May, we recommend <br />conducting the sampling and sorting event in September or October. UNC classes will have resumed but <br />any anomalies in the waste stream due to students moving in in August will be avoided. <br />KCI also offers the option of a two-season study, which would provide overall cost savings since we will <br />have completed the planning and general project mobilization as part of the first seasonal event. <br />Additionally, a two-season study would more closely align with the 2016/2017 WCS, during which <br />seasonal differences in MSW composition were observed. If the County chooses this option, we <br />propose the second sampling and sorting event be conducted in March or April of 2025. We would <br />provide a draft technical memorandum within 60 days of the first sampling and sorting event so as to <br />provide baseline data as quickly as possible, with a final report following the second event. <br />Jurisdictions and Generator Sectors <br />Orange County is responsible for overall solid waste management within the county. The County <br />coordinates recycling, reuse, and waste reduction services, including contracting for single stream <br />curbside recycling throughout the county and operating the waste and recycling centers. Therefore, as <br />with the previous WCS, KCI recommends the Towns of Carrboro, Chapel Hill, and Hillsborough; UNC; and <br />the unincorporated county be included in the WCS as separate jurisdictions. This means that <br />composition data will be analyzed separately for each, and then aggregated to provide countywide MSW <br />composition. This is consistent with the previous WCS. Additionally, it provides more useful <br />information for program planning purposes. <br />Also consistent with the previous study, KCI will include three generator sectors in the WCS: single- <br />family residential, multi-family residential, and commercial. <br />Sort Location and Layout <br />Per the RFP, all sampling and sorting activities will take place at the Orange County Landfill located at <br />1514 Eubanks Rd, Chapel Hill, NC 27516. KCI requests a safe, secure location (approximately 20’ x 40’) <br />for sorting activities and a nearby location for tipping loads of MSW with enough room to pull a sample <br />from the load. A paved location is strongly recommended. <br />Below is a simplified, not-to-scale diagram with the proposed layout of the sorting location.
