Orange County, North Carolina
Proposal - Waste Characterization Study

Orange County WCS KCI Proposal

➢ Knowledge of Orange County and North Carolina
Having completed the County’s 2016/2017 WCS and 2019 Recycling Characterization Study (RCS),
KCI is knowledgeable of the County’s solid waste and recycling collection systems and programs, as
well as those of jurisdictions within the County. We have also conducted characterization studies for
many other entities in North Carolina, including Chatham County, Wake County, City of Durham, City
of Greensboro, Town of Cary, Appalachian State University, Elon University, and North Carolina
State University. We have also worked on numerous Material Recycling Facilities (MRF) and
processing contract projects and provided support to municipalities with their recycling operations
and collections programs in North Carolina. As a result, we understand the unique challenges and
opportunities of the recycling environment, market conditions, and players in the state.
➢ Proven Professional Experience, Qualifications, and Leadership
KCI is highly regarded for customized solid waste services that are responsive to our clients’ needs
and objectives. Because of our extensive characterization study experience, The Recycling
Partnership (TRP) contracted KCI to conduct numerous studies to assist in their mission of improving
recycling and reducing waste. Most recently, we were contracted to conduct multi-year capture
studies in communities across the nation to develop robust data on the generation and recovery
rates of recyclables from single-family residences over time. Our staff members are widely
respected for their leadership and in-depth knowledge of current solid waste issues. Our firm holds
leadership positions within the Solid Waste Association of North America (SWANA) and developed
both SWANA’s Recycling Systems Manager and Zero Waste Principles and Practices national
certification courses. Our reputation as a leading solid waste consulting firm is a result of our 36-
year track record of working with the solid waste, reuse, recycling, and composting community.
➢ Customized Service
KCI understands that all waste is local and that our approach must be practical yet innovative to
meet our clients’ objectives. For Orange County, this means ensuring the WCS is crafted to provide
the data necessary for refining existing waste management programs and crafting targeted
strategies for waste reduction and diversion. Our proposal highlights KCI’s proficiency in adapting
our comprehensive WCS experience to meet the unique challenges and goals of each community we
serve.
We look forward to the opportunity to once again conduct a successful WCS for the County. We are
committed to providing the highest quality and value-added professional solid waste planning services
on time and within budget.
Sincerely,
Kessler Consulting, Inc.

Mitch Kessler
President
mk@kesconsult.com
(813) 971 – 8333
Docusign Envelope ID: 1223AA0B-DDEC-4EBE-8FEA-427010558A5C
