(KCI) is pleased to submit our proposal in response to Orange County’s (County) <br />request to conduct a waste characterization study (WCS). As you are aware from our previous work <br />with the County and as demonstrated in this proposal, KCI has extensive experience in conducting <br />characterization studies for local governments in North Carolina and across the United States. KCI’s <br />superior expertise will ensure accurate WCS results that are useful in the County’s planning and <br />contracting efforts. <br />Combined with our past work with the County, KCI brings a depth of knowledge and experience to <br />address the intricacies of the County’s MSW stream. This knowledge and experience will allow KCI to <br />tailor the WCS to address the County’s specific needs and objectives. <br />Throughout our 36-year history, KCI has been a leader in solid waste and recycling planning, <br />development, and implementation, including providing characterization studies that play an important <br />role in providing results that guide planning efforts. Since our inception, KCI has worked on over 1,000 <br />projects for more than 350 clients in 33 states and 11 countries. From the beginning, characterization <br />studies have been a key part of our work. In fact, in just the past five years, we have successfully <br />completed over 60 characterization studies. <br />KCI offers the County an unparalleled blend of experience and qualifications, including the following: <br />➢ Unparalleled Project Team <br />KCI’s project team has unparalleled expertise in conducting characterization studies. Most of the <br />project team involved in this study also conducted the County's 2019 recycling composition study <br />and 2016-2017 WCS. This continuity ensures a high degree of consistency in approach and <br />understanding between the previous and upcoming studies. Project Principal Mitch Kessler has <br />overseen all characterization studies conducted by our firm during the past 36 years and is adept at <br />using study results for program planning and implementation. Project Director Bethany Jewell Gray <br />is based in KCI’s North Carolina satellite office and has directed this same KCI Team on previous <br />characterization studies. Project Manager and onsite Field Manager Ryan Graunke has managed the <br />majority of KCI’s characterization studies over the past nine years, including the County’s two most <br />recent characterization studies. His experience will ensure the successful completion of the WCS <br />resulting in useful and reliable data. Technical Advisor Robin Mitchell has extensive experience with <br />characterization studies, having directed or managed all KCI characterization studies during the 19 <br />years in which she was a KCI Senior Consultant.
