9
Detention Center Staffing Analysis Orange County, NC
# Recommendation
10 Revise and refine the Detention Center Sergeant and Corporal positions to better
distinguish the critical roles, duties, and responsibilities to be performed by each
of these ranks.
11 Develop updated Human Resources job descriptions for the Detention Corporal
(currently listed as Correction Officer II) and Detention Sergeant (presently
missing). This is in addition to the aforementioned Desk Manuals outlining key
duties and responsibilities for all ranks and/or key positions in the Detention
Center.
12 In order to have appropriate daily supervision, develop an updated scheduling
policy that prohibits same-shift Sergeants and Corporals from having same-day
scheduled leave time.
13 Maintain four shift Sergeant positions in OCDC on the 12-hour rotating schedule.
14 Maintain four shift Corporal positions in OCDC on the 12-hour rotating schedule.
15 The current Transportation Corporal is not yet authorized for the Detention Center
and should be a full-time equivalent certified (deputy) Corporal position
permanently assigned to OCDC.
16 Increase transport officer staffing levels from 4 to 5 positions.
17 Capture additional transportation data as discussed in this report.
18 Maintain authorized Jail Cook staffing of four positions consistent with the
current staffing pattern. Maintain one Jail Cook Supervisor.
19 Fully authorize one sworn Corporal (as opposed to light duty) to oversee four
Detention Officers in the Transportation operation. Better capture transportation
data to better refine these staffing requirements in the future.
20 Maintain one Administrative Assistant to serve the front counter/reception area.
As practical, this can be converted to a permanent OCSO light duty assignment if
sufficient light duty is experienced by the Sheriff's Office on a consistent basis.
21 Maintain contracted medical services.
22 Ensure full and productive utilization of Detention Officers to facilitate
progressive Detention Center operations consistent with prevailing practice. This
should help mitigate future violations of North Carolina's SUBCHAPTER 14J —
JAILS, LOCAL CONFINEMENT FACILITIES.
Matrix Consulting Group
