63
Detention Center Staffing Analysis Orange County, NC
4. Intake and Release Processes
As part of this engagement, the project team committed to process diagramming the
intake and release processes of the Detention Center. As part of the onsite visit and staff
interviews, the project team interviewed several staff (Detention Officers, Corporals, and
Sergeants) about these two processes. Staff were asked to walk through the sequential
steps of both processes. Based on several conversations it was clear that there was no
formal approach and steps for these processes. Corporals and Sergeants had varying
degrees of understanding of the respective processes and did not identify key
components in the process. Examples that were left out of the process included finger
printing and photographing the arrestee during intake and verifying the court
documentation for release. Due to these challenges, the project team was unable to
capture the current processes to the degree needed to outline them. The following
sections provide an overview of general intake and release processes that can be used
by the County for future policy and procedure documentation development.
,iecommenueu intake rrocess
The following steps should be used as an outline for the intake process for the OCDC.
This process starts once the arresting officer is ready to transfer custody of the arrestee
to the Jail.
1 .
