56 <br /> Detention Center Staffing Analysis Orange County, NC <br /> The following sections will outline the total staffing needs to operate the Orange County <br /> Detention Center. <br /> (2.1) Calculating the Net Annual Work Hours (NAWH) <br /> When analyzing the staffing needs for detention operations, it is important to calculate <br /> the availability of staff throughout the year. A single person is not available to provide <br /> coverage for their post for the total number of hours scheduled to work. Staff have to <br /> complete training to maintain their certifications and will take paid and unpaid leave time <br /> throughout the year. Consequently, it is important to calculate net availability for <br /> variables such as time off for vacation, sick leave, training, light duty, and other hours <br /> when staff are not available. <br /> To calculate net annual work hours, the project team used a baseline of 2,190 hours per <br /> year. The baseline of 2,190 hours annually encapsulates the current 12-hour shift <br /> schedule and an 84-hour bi-weekly pay cycle. This results in an additional 110 hours per <br /> year when compared to a traditional 40-hour per week schedule. <br /> The following factors are considered in these net availability calculations: <br /> • Work Hours per Year - Total number of scheduled work hours for officers, without <br /> factoring in leave,training, or anything else that takes detention officers away from <br /> normal on-duty work. This forms the 'base number' from which other availability <br /> factors are subtracted from. Based on a two week pay period. <br /> Base number (12 — hour shift schedule): 2,190 scheduled work hours per year <br /> • T^+al vacation, Sick, and Holiday Leave Heir, (subtracted from total work <br /> hours per year) Includes vacation, sick, and holiday leave — anything that would <br /> cause an officer normally scheduled to work on a specific day to be absent. As a <br /> result, this category excludes on-duty training. Also, this category includes the <br /> total number of hours per year spent completing other tasks that may be <br /> identified as unpaid leave, bereavement leave, military leave, and time not <br /> captured in other areas. <br /> Calculated from Orange County data: 164 hours of leave per year <br /> • Light Duty Hours (subtracted from total work hours per year) The total number <br /> of hours spent per year for staff that were on lost duty.
