54 <br /> Detention Center Staffing Analysis Orange County, NC <br /> With this level of workload, it is recommended to maintain two posts in the booking and <br /> release area. One post will focus on the intake and processing of arrestees and the other <br /> will focus on releases and transfer. However, both posts should be cross trained to <br /> support each other. The Corporal and Sergeant posts should also assist in the booking <br /> and release functions during peak times. <br /> Recommendation: <br /> #33: A total of two officer posts should be assigned to the booking and release area of <br /> the Detention Center. <br /> (i.*) Controi Towei <br /> There is currently one or two posts assigned to the Control Tower,which is central control <br /> for the facility. This post is responsible for operating all doors within the secure building <br /> perimeter, along with operating the vehicle sallyport doors. The only door that is not <br /> consistently operated by the Control Tower is the door between the arresting officer <br /> processing area and intake/release, which is controlled by booking and release staff. <br /> The Control Tower is staffed 24/7 and should continue to be a single post. While the <br /> workload of this position will increase with more detainee movement with the addition of <br /> programs and in-person visitation and housing officers entering the housing units more <br /> frequently, the workload is manageable for a single post. <br /> Recommendation <br /> #34: The Control Tower should be a single post as a result of other staffing and <br /> operational changes noted in this report. <br /> (1.6) Corporals and Sergeants <br /> As discussed in the Operations Chapter, the roles of Corporals and Sergeants should be <br /> modified and encompass more duties. As the roles and responsibilities evolve, their <br /> primary duty should be the supervision of the detention center operations. This will <br /> include the assisting of all posts, regular and irregular movement throughout the facility, <br /> and addressing operational issues. Due to the current schedule configuration of four <br /> squads with both a corporal and sergeant assigned to each squad, a minimum of one <br /> corporal or sergeant should work each shift. If only one is working, they will serve as the <br /> shift supervisor and the sergeant will serve as the shift supervisor if both are working. <br /> Matrix Consulting Group <br />
