52 <br /> Detention Center Staffing Analysis Orange County, NC <br /> not require constant supervision. The Program and Visitation Officer would float between <br /> the program and visitation areas of the Detention Center which are adjacent to each other. <br /> This post would also assist with detainee movement and escort supervision between the <br /> housing unit, program/visitation, and video court areas. As noted in the Operations <br /> Chapter, the Corporal position would facilitate these services and could periodically <br /> provide direct support to this rover post. The rover post would be within hearing distance <br /> of both visitation and programs. <br /> The Program and Visitation Rover post would be staffed on the day shift. Consideration <br /> may be given to flexing the hours of the posts to start later (e.g., 0800 or 0900 hours) so <br /> that programming and visitation may extend into the early evening hours. Volunteers may <br /> provide detainee programs and thus coverage is warranted outside of typical business <br /> hours and on the weekend. <br /> Recommendation: <br /> #31: Create the Programs and Visitation Rover post that will supervise the detainee <br /> program area and in-person visitation. This post should be covered seven days a week <br /> and consideration of post hours should be between 0800 and 2000 hours or similar times. <br /> (1.3) Add a Relief Rover <br /> A corrections, detention or jail facility requires certain posts to be filled continuously to <br /> maintain a safe and secure operation. Some posts have greater operational flexibility <br /> based on workload and primary work tasks, but some posts cannot be vacated at all. To <br /> accommodate the relief of all posts within the facility, it is important to establish a relief <br /> post. The relief post will have the following primary responsibilities. <br /> • Provide relief for all officer posts throughout the facility. <br /> • Assist with detainee movement/escorts. <br /> • Assist with in-custody video court proceedings. <br /> • Accompany detainees on emergency medical transports. <br /> • Receive shipments outside of normal business hours. <br /> • Provide additional support during peak volumes in booking and release or assist <br /> with non-cooperative inmates. <br /> • Conduct perimeter checks of the facility and property. <br /> Matrix Consulting Group <br />
