Officers tend to conduct their housing unit checks <br /> more in a perfunctory fashion and may be rushed if they have not completed their checks <br /> within the mandated timeframes. <br /> Housing Officers should be conducting random and mandatory detainee safety and <br /> wellbeing checks more frequently, and less based on meeting minimum standards. <br /> Challenges with conducting detainee wellbeing checks within the prescribed thresholds <br /> was noted as a deficiency in the past two State annual inspections. Positioning two <br /> officers in the housing vestibule and requiring more frequent checks, will have a <br /> significant positive impact on detainee well-being and facility safety. Two officers will <br /> also provide additional support in the A Pod when a challenging detainee is out of their <br /> cell. <br /> This operational and staffing modification will also prevent officers from congregating in <br /> the booking area and being physically removed from the housing unit. As detainee <br /> programs and services are added, it is critical to position staff in the housing vestibule to <br /> facilitate detainee movement to and from the housing unit. These two posts would be <br /> operated continuously. If the population is greater than 100 detainees, then a third post <br /> should be added during the day shift and drop to two posts on the night shift. <br /> To accommodate this change, the vestibule area will need to be modified. This will <br /> require the purchase (or construction) of detention grade officer workstations, <br /> computers, desk chairs, equipment, etc. for staff to be stationed in the vestibule. <br /> RorrnmmondatlnrT <br /> #30: Establish two housing officer posts that are physically stationed in the housing <br /> vestibule to supervise the housing units, conduct standard and irregular well-being <br /> checks, and facilitate detainee movement from housing. <br /> (1.2) Create the Program and Visitation Rover Post <br /> As recommended in the Operations Chapter, there is a strong emphasis in the County to <br /> expand detainee programming and in-person visitation at the Detention Center. Currently, <br /> neither of these activities are occurring. To accommodate these desired activities, it is <br /> recommended to create the post of Program and Visitation Rover. <br /> The Program and Visitation Rover post is responsible for supervising the inmate program <br /> and visitation areas. They may also help facilitate supervision of in-custody video court <br /> proceedings when programs and visitation are not occurring.
